이는 대구시가 공공기관 통폐합 조례안 제출을 위한 필수 요건을 갖추지 못하면서 7월 임시회 처리가 불가해지자 의원 입법을 통해 공공기관 통‧폐합 강행에 나선 것으로 보인다.

앞서 의장 당선인사로 “견제가 없는 집행부는 독선에 빠지게 될 것. 거수기 역할 하지 않는다.”며 거듭 강조했던 이만규 의장은 이 같은 상황에 대해 “변화와 혁신의 과정에서 도와줄 건 확실히 도와주고 지적되는 사안은 행정감사 등을 통해 살펴볼 것”이라는 설명을 내놓았다.

그러나 대구시의 이러한 행보에 대해 일각에서 ‘꼼수’라는 비판이 빗발치고 있어 대구시의회는 대구시를 대신해 조례안 발표에 나선 것에 대해 ‘거수기’라는 비판을 피할 수 없을 것으로 보인다.
