현행 ‘고압가스안전관리법’에 따르면 수소를 자동차 연료로 충전하기 위해서는 가스안전공사의 안전교육을 이수한 가스충전원만 충전이 가능하다.

그러나 지난해 12월 정부가 규제 특례허가 제도(규제샌드박스)를 통해 수소차에 대해 셀프 충전을 실증 형태로 허용한 바 있다.

국내에서는 지난 8월 30일부터 ‘인천공항T2 수소충전소’가 셀프 충전을 시작한 바 있으며, ‘혁신도시 수소충전소’가 두 번째로 셀프 충전을 개시하게 됐다.

정부는 수소차 운전자의 편의성을 높이고 충전사업자의 운영 부담을 완화하고자 수소 셀프 충전을 추진하기로 했으며, 실증사업으로 미비점 보완 및 향후 법 개정 등을 통해 셀프 충전을 전면 허용할 예정이다.
