【브레이크뉴스 대구】진예솔 기자=진보당 대구시당이 23일 ‘의원 정책 개발비’ 도입으로 큰 예산이 들어간 각종 연구 용역이 실시되었지만 정작 결과보고서 공개는 저조하다며 관련 조례 개정 촉구에 나섰다.

지난 2020년 지방의회 입법 활성화를 목적으로 의원 정책 개발비가 시행되면서 지방의회마다 다양한 연구모임이 만들어졌다.

이에 따라 구‧군 의회는 조례 정비, 상권 활성화, 교통, 안전 등 지역에 근거한 연구 모임을 만들었지만 결과물인 보고서를 공개하는 곳은 극히 드물어 논란이 되고 있다.

2021년 본예산 기준, 대구 8개 구‧군 의회 의원 정책 개발비는 의원 1인당 500만원으로 총 5억 5천만 원에 달한다.

이 가운데 진보당 대구시당은 “대구의 경우 조례로 보고서를 공개하기로 규정한 곳은 달서구 한 곳에 불과하며 서구가 별도 규정 없이 홈페이지를 통해 공개를 하고 있다.”며 “5억 5천이나 들인 각종 연구 용역의 결과물이 주민들에게 알려지지 않은 채 묵혀지고 있는 셈”이라고 지적했다.

진보당은 “지방의회에 대한 불신과 무용론에도 불구하고, ‘의원 정책 개발비’가 도입된 목적은 분명하다. 정책 역량 강화를 통해 주민들에게 신뢰를 회복하고, 지역발전에 이바지 하라는 것”이라고 강조했다.

그러면서 “연구 결과를 바탕으로 의원들의 활동에 반영하는 것도 중요하지만, 그만한 세금을 들인 연구의 결과물이 투명하게 주민들에게 공개되지 않고서야 어떻게 신뢰를 쌓을 수 있겠는가?”라고 반문했다.

진보당 대구시당은 아울러 “관련 조례 개정과 홈페이지를 통한 공개로 정책 역량과 함께 주민들의 신뢰도 더 높이는 의회로 거듭나길 바란다.”며 주문을 덧붙였다.

The Daegu City Party of the Progressive Party also added an order, saying, “We hope to be reborn as a parliament that increases the trust of residents along with policy capabilities through the revision of related ordinances and disclosure through the website.”
