21일 상을 수상한 김대진 의원은 제12대 경상북도의회 전반기 의회운영위원회 부위원장을 맡아 지속적인 입법 활동과 활발한 의정 활동으로 지방자치 발전을 위해 노력하였음을 인정받아 이 상을 수상하게 되었다.
더불어 김 의원은 의원들의 의정 역량강화를 위해 국회의정연수원 등 공공기관과 민간 전문교육기관에 위탁교육으로 의정활동에 필요한 전문지식을 함양할 수 있도록 적극 지원하고 있다.
또한 정책연구위원회 위원으로 의원입법, 정책대안개발을 위한 의안의 발굴·조사·연구 및 도민의 입법 청구에 관한 사항의 검토·자문 역할을 수행하고 위원회 소속 의원연구단체의 등록과 운영과정을 감독하여 효율적 연구가 가능하도록 하는데 심혈을 기울이며 호평을 받고있다.
