중대재해처벌법은 사업장에서 노동자 사망 등 중대재해가 발생하면 사고 예방 의무를 다하지 않은 사업주 등을 1년 이상 징역 또는 10억 원 이하 벌금에 처하도록 규정한다.

지난 2022년 1월 27일 50인 이상 사업장에 적용된 중처법 제정 당시 50인 미만 사업장에 대해서는 2년간 시행을 유예하기로 했고 이에 따라 지난달 27일부터 중소·영세사업장 등에 대해  확대 적용됐다.

그러나 국민의힘이 2년 추가 유예가 필요하다고 판단해 이를 더불어민주당에 요구했고 민주당은 ‘산업안전보건청’ 설치를 협상안으로 제시했다. 이에 국민의힘 윤재옥 원내대표는 산안청을 2년 후 개청하는 절충안을 야당 측에 제안했지만 끝내 협의가 결렬되었다.

이에 대해 우리공화당 조원진 대표는 “더불어민주당이 83만이 넘는 영세중소기업과 소상공인의 염원을 외면하고 민노총의 주장대로 중대재해처벌법 2년 유예를 끝내 거부한 것은 사실상 소상공인을 벼랑 끝으로 내몬 것”이라고 작심 비판에 나섰다.

그는 “민노총의 하수인으로 전락한 더불어민주당이 참으로 부끄럽다”면서 “이재명 대표가 말로는 민생을 외치지만 민노총과 특정 세력의 눈치보기만 하고 있고 자영업과 중소기업을 위축시키고 있다”고 주장했다.

또한 “가뜩이나 어려운 경제 상황에서 대기업과 달리 영세한 소상공인은 중대재해처벌법에 대한 준비가 턱없이 부족하다”면서 “사업주에 대한 처벌과 구속이 능사가 아님에도 과도한 처벌이 강조된다면 기업 현장은 위축되고 혼선만 가득해질 것”이라고 지적했다.

조원진 대표는 “거대 야당의 힘만 믿고 반기업, 반시장경제 정책만 일삼는 민주당은 결국 국민의 외면을 받게 될 것”이라고 덧붙여 말했다.
