권영진 의원이 대표 발의한 ‘과학관의 ·운영 및 육성에 관한 법률’ 개정안은 국립과학관 설립비 지원근거를 명문화하고, 국가·지방자치단체뿐만 아니라 교육감 역시도 공립과학관 설립·운영에 필요한 경비를 지원할 수 있도록 하는 내용이다. 

이는 교육감을 공립과학관의 설립·운영의 지원 주체로 명시함으로써 높아진 과학교육 수준을 충족하고, 국가·지방자치단체와 함께 예산을 지원할 수 있는 법적 근거를 갖추기 위함이다.

우리나라 공립과학관은 90% 이상 지방에 위치하고 있는데, 자체적인 예산 마련이 어려운 탓에 국가공모사업에 의존하고 있는 것이 현실이다.

아이들의 호기심을 충족시킬 수 있는 수준 높은 전문 과학관이 필요하다는 학부모들의 요구가 높아지고 있는 상황에서 관련 법 개정이 그 어느 때보다 중요한 시점이다.

권영진 의원이 대표 발의한 ‘과학관의 설립·운영 및 육성에 관한 법률’이 개정되면 각 지역 수요에 맞는 공립과학관이 마련될 것으로 기대된다. 특히 달서구에서 추진하는 달서별빛천체과학관 설립에도 탄력을 받을 것으로 전망된다.

과학관은 아이들의 호기심을 자극하고 과학에 대한 관심을 제고하는 등 과학교육의 살아있는 현장이 되고 있다. 

권영진 의원은 “공립과학관의 운영·설립비 지원 규정을 마련하고 지원 주체에 교육감을 포함하여 양질의 콘텐츠를 갖춘 공립과학관이 전국적으로 많아질 것”이라며 “우리 아이들에게 꿈과 희망이 가득찬 미래를 선물해주고 싶다”는 소망을 밝혔다.
