국민의힘 권영진 국회의원(대구 달서구병)이 지난 7월 8일 대표발의한 ‘과학관의 설립·운영 및 육성에 관한 법률개정안’이 9일 과학방송통신기술위원회(이하 과방위) 전체회의를 통과했다.

과학관법 개정안이 국회를 통과할 경우 교육감이 예산을 지원할 수 있는 법적 근거가 마련된다.

이에 따라 2022년 국가공모사업에서 탈락한 이후 건립 예산 마련의 어려움으로 인해 난항을 겪어온 달서별빛천체과학관의 설립에 도움이 될 것으로 보인다.

개정안은 공립과학관 설립비 지원근거를 명문화하고, 국가·지방자치단체뿐만 아니라 교육감도 공립과학관 설립·운영에 필요한 경비를 지원할 수 있도록 예산지원의 법적 근거를 마련하는 내용을 담고 있다.

지난 21대 국회에서 동일 취지의 개정안이 발의됐었으나 과방위 소위원회의 문턱을 넘지 못했었다. 그러나 이번 22대 국회에서는 여야 간 이견 없이 상임위원회를 통과해 본회의 의결까지도 순조롭게 진행될 것으로 예상된다.

개정안의 성공적인 통과 배경으로 권영진 의원의 다양한 인적 네트워크와 소통에 기반한 의정활동이 손꼽히고 있다.
