지난 11일 국회의원회관 제1소회의실에는 우재준 의원과 김상훈 정책위의장 , 김형동 환경노동위 간사와 김기현 , 강대식 , 김용태 , 권영진 , 김장겸 , 신동욱 , 유영하 , 안상훈 , 이달희 , 조지연 의원 등이 참석한 가운데 토론회가 개최됐다.

시행 3년 차에 접어든 중대재해처벌 등에 관한 법률(이하 중처법)은 산업현장에서 근로자의 안전과 생명 보호를 우선하고, 중대재해를 예방하기 위해 만들어졌다. 그러나 사고 이후 사업주 처벌, 근로자 보상을 위한 법으로 취지가 후퇴하고 있다는 지적이 제기된다.

토론회에는 큰 화재사고를 겪고 산업안전 분야 선도기업으로 거듭난 ㈜ 비츠로셀이 참석해 사례 발표를 진행했다.

함병호 한국교통대학교 교수와 법무법인 화우의 김대연 변호사가 발제를 맡았으며 동국대학교 산업시스템 공학과 서용윤 교수, ㈜동은의 박성순 대표, ㈜대한민국만세삼계탕의 강구만 대표, 한국노총의 산업안전보건본부 김광일 본부장, 벤처기업부 인력정책과 신재경 과장, 고용노동부 산재예방지원과 박지혜 과장이 토론자로 참여했다.

우재준 의원은 “토론회가 국가와 사회에서 잘한 기업은 격려하고, 인명사고 없는 현장도 현장 조사 및 복구 비용의 일부라도 지원하는 등 기업에서 발생하는 중대재해 예방을 위한 문화·제도 개선에 마중물이 되길 바란다” 며 “근로자 보상체계 마련보다 더 시급한 것은 각 사업장에서 자발적으로 위험 요소를 발굴하고, 지속가능한 훈련을 통해 해결하려는 노력”이라고 강조했다.

Rep. Woo Jae-joon said, “I hope that the discussion will serve as a catalyst for cultural and institutional improvements to prevent major accidents that occur in companies, such as encouraging companies that have done well in the country and society, and supporting at least a portion of the on-site investigation and recovery costs for sites without fatalities,” and emphasized, “What is more urgent than establishing a workers’ compensation system is for each workplace to voluntarily discover risk factors and make efforts to resolve them through sustainable training.”
