이날 질의에서 우 의원은 “대구는 전국에서 유일하게 상류 댐 대신 지표수에 의존하는 대도시”라며 “9차례 수질오염 사고를 겪었고, 시민들 사이에 수돗물 불신도 여전하다”고 지적했다.

실제 환경부의 ‘2024년 수돗물 음용 실태조사’에 따르면, 대구 시민 중 25.3%가 ‘원수에 대한 불신’으로 수돗물을 마시지 않는다고 답해, 전국 평균(10.2%)보다 두 배 이상 높았다.

우 의원은 “이런 문제를 해결하기 위해 안동댐으로 취수원을 옮기기로 결정한 것”이라며, “경제성보다 안전성을 최우선으로 해야 한다는 데 동의하느냐”고 물었다.

김성환 장관 후보자는 이에 대해 “대구시민의 수돗물 불신을 최소화할 수 있는 최적의 방안을 찾겠다”며 “개인적으로도 안전성을 우선하고 예타 면제에 동의한다”고 밝혔다. 이어 “대구시·구미시 갈등, 울산 암각화 문제 등 복합적인 상황도 함께 고려하겠다”고 덧붙였다.

또한, 우 의원은 “장관 후보자가 적어도 지역사회의 편이 되어야 한다”며, “맑은물 하이웨이 사업에 대한 예타 면제에 보다 명확한 지원 입장을 밝혀달라”고 강조했다.

이번 청문회를 통해 취수원 다변화 사업의 추진 동력이 다시 살아날 수 있을지 주목된다. 장관 교체와 정책 기조 변화 속에 사업의 불확실성이 제기됐던 만큼, 환경부 수장의 긍정적인 답변은 지역사회에 중요한 신호로 해석되고 있다.

At the National Assembly Environment and Labor Committee’s confirmation hearing for the Minister of Environment, the need to promote Daegu City’s long-awaited project of ‘water source diversification’, also known as the ‘Clean Water Highway’, was once again highlighted.

Rep. Woo also emphasized, “At least the ministerial candidate should be on the side of the local community,” and “Please clarify your position on the preliminary feasibility study exemption for the Clean Water Highway project.”

Attention is focused on whether this hearing will revive the momentum for the water source diversification project. As uncertainty about the project was raised amid the replacement of the minister and changes in policy direction, the positive response from the head of the Ministry of Environment is being interpreted as an important signal to the local community.
