그는 “3호선 차량 제작사인 일본 히타치가 이미 설계도면을 제출했으며, 히타치 역시 ‘기술 유출 우려를 제기한 적이 없다’고 확인했다”고 강조했다.

대구 4호선(12.6㎞)은 애초 3호선과 같은 모노레일( straddle‑type )로 설계됐으나, 2023년 3월 철제 차륜 고가 AGT 방식으로 최종 확정됐다. 

대구시는 “히타치를 포함한 제작사들이 형식승인에 협조하지 않겠다는 입장을 밝혀 방식 변경이 불가피했다”고 밝혔다.

그러나 우 의원실이 확보한 국토교통부 자료에 따르면, 대구시는 2022년 이후 히타치 제안(형식승인 일부 면제, 국내 제작사 하청 참여 등)에 대해 국토부와 공식 협의를 진행하지 않은 것으로 드러났다.

시민 반발도 거세다. 대구안전생활실천연합이 3월 실시한 시민 설문조사(603명)에서는 응답자의 96%가 “AGT 방식 재검토가 필요하다”고 답했다. 지난해 10월 국민의힘 예산정책협의회와 12월 대구시의회 시정질문에서도 모노레일 방식 재검토 요구가 이어졌다.

우 의원은 “중앙 정부와의 협의나 검토가 충분히 가능한 사안이었으나 대구시는 아무런 노력도 보이지 않았다” 며 “모노레일 방식 추진을 위해 국토부와 관련 지역구 국회의원에게 협력 요청을 할 수 있었음에도 이를 철저히 배제해 온 것” 이라고 지적했다 .

또한 “히타치는 정확히 ‘ 형식승인 면제 ’ 를 요구한 것이 아니다”며 “3호선과 같은 설계 베이스로 추진이 가능한지 검토하고 형식승인에 필요한 비용은 지원하는 등의 노력으로 모노레일 방식 추진 가능성을 열어둘 수 있다” 고 강조했다

부분 지하화 시 추가 비용은 2,477억 원으로, 현 AGT 사업비(9,409억 원)와 비교해 과도하지 않다는 것이 그의 설명이다.

대구시는 “모노레일 제작사의 실질적 협조 의사와 형식승인 비용 부담 문제 등을 종합적으로 고려해 AGT 방식을 결정했다”며 “추가 검토 요청이 공식적으로 들어오면 관계 기관과 협의하겠다”고 밝혔다.

Daegu City stated that “We decided on the AGT method after comprehensively considering the actual cooperation of the monorail manufacturer and the burden of type approval costs,” and “If an official request for additional review is received, we will discuss it with the relevant organizations.”
