국민의힘 양금희 의원(대구 북구 갑, 산업통상자원중소벤처기업위원회)이 에너지법 일부개정법률안을 대표 발의했다.
현행법에서는 산업통상자원부 장관이 정책의 기본계획과 에너지 관련 시책을 효과적으로 수립하고, 시행하기 위해 에너지와 관련한 통계를 작성 및 분석해야 한다고 밝히고 있지만 현재 작성 중인 에너지 관련 국가승인통계 중 일부는 통계법상의 승인통계라는 조항 외에는 법적 작성 근거가 없는 실정이다.
특히 해당 통계에 대한 법적인 작성 근거가 없거나 작성하는 기관이 명시되지 않은 경우, 자료 제출의 의무가 없다 보니 통계 자료 수집을 제출 대상자와의 협의 또는 협력에 의존하는 상황이며 정책의 기초가 되는 통계 자료의 정확성과 적시성이 떨어져 관련 정책에 대한 체계적 분석과 효과 검증에도 한계가 있다는 지적이 이어진다.
이에 양금희 의원은 “에너지법 개정안에 법 및 시행령에 구체적인 통계작성기관, 수집 및 작성 업무에 대한 위임규정을 신설하고, 에너지 통계 관련 자료 제출 대상자에게 의무 부과 규정을 마련함으로써 통계작성의 법적 위상을 확립하려한다”며 법안 발의 배경을 밝혔다.
양 의원은 “에너지와 관련된 기초적이고 세부적인 통계 자료를 공개함으로서 정부 정책의 성과를 측정하고 검증하는 시스템을 마련해야 한다”면서 “소비자, 업계 등 정책 수혜자의 요구를 충족할 수 있는 고품질 에너지 통계 서비스를 구축함으로써 신 산업 창출로 이어져야 한다”고 강조했다.
