상임위를 기재위로 옮긴 뒤, 그는 존재감을 더 드러내고 있다. 특히, 그의 적을 만들지 않는 유연한 성격과 소통 방식이 빛을 발하면서 곳곳에서 발목이 잡혀 있던 지역 현안과 연관된 굵직한 문제들이 해결됐다. 

실제, 신공항 특별법이 민주당 모 의원의 반대로 교착 상태에 빠졌을 때, 사실상 이를 해결한 사람이 강대식 의원이었고, 최근에는 달빛내륙철도 특별법 통과 과정에서 여야 의원들을 설득하고, 여론을 돌리는 데 윤재옥 원내대표와 더불어 결정적 역할을 한 것으로 알려져 있다. 이 같은 공로로 그는 싱공한 특별법 통과 기여로 대구시로부터 감사패를, 7일에는 달빛내륙철도특별법 통과에 대한 기여로 양 도시로부터 또다시 감사패를 받았다. 

최근 지역 정치권에서는 ‘여소야대의 상황에서 발목 잡히고, 꽁꽁 묶여 오도가도 못하는 악성 현안은 강대식이 만지면 해결된다’는 웃픈 민원성 하소연이 돌고 있다.  

대구시 현안뿐 아니다. 자신의 지역구와 관련되어서도 굵직한 법안들이 국회를 통과했다. 그는 국회 첫 입성 초기에는 지역구에 K2 군공항이 위치해 소음 문제가 있었던 만큼 국방 상임위를 자청, 소음에 대한 보상법을 물가상승률에 비례해서 보상해야 한다는 내용의 법안을 통과시키면서 주민들로부터 큰 호응을 얻었다.

최근에는 혁신도시에 입주해 있는 기업과 기관, 입주 예정 기업들을 위한 규제 완화 법안을 발의, 이 역시 통과시켰다. 당초에는 더 많은 시간이 요구될 것이란 전망이 있었으나, 이번에도 그는 특유의 유연한 소통정치를 발휘해 법안통과 과정에서 혁신도시 입주기업의 건의를 받아 대구시 및 국토부와 협의하는 한편, 국토교통위원회와 법사위원회, 본회의의 통과를 위해 동료 의원들을 꾸준하게 설득한 것으로 알려졌다

강 의원은 “그동안 혁신도시에 입주한 기업들이 공장을 짓고 향후 이전하려고 해도 토지의 가치를 물가상승률 이상으로 판매할 수 없었다. 특히 대구 혁신도시는 혁신도시와 연구특구‧첨복단지로 중복 지정되어 있는 바람에 개별법령에 따른 특구별 양도가격 제한 규정이 상이했다. 때문에 법 적용 해석 등 민원이 계속해서 발생하면서 그동안 기업들의 입주를 막는 저해 요인이 되어 있었다”고 강조했다. 

 강 의원이 이번에 대표 발의한 '혁신도시 조성 및 발전에 관한 특별법 일부개정법률안'은 혁신도시에 입주한 기관의 건축물 등은 사용승인 후 10년이 지나면 양도가격 제한을 받지 않도록 하는 내용을 담고 있다. 이번에도 혁신도시 입주기업은 물론, 주변의 상가와 주민들 역시 크게 환영했다. 

강의원은 “총선을 앞두고 법 개정이 늦어지는 것은 아닌지 노심초사했다. 아무쪼록 이번 법안 개정으로 혁신도시의 원래 목적인 국가균형발전에 일정 부분 기여하는 데 역할을 했으면 한다”면서 “법 개정에 함께 노력해주신 대구시와 국토부, 동료 의원들께 감사하다”고 전했다.
