이 의원은 서면 시정질문을 통해 “공영주차장은 특정 차량이 장기간 점유할 개인 공간이 아닌 모든 시민이 공유하는 공공자산”이라며 “대구시는 장기 주차 문제 해결을 위한 구체적 대책과 명확한 추진 계획을 조속히 제시해야 한다”고 강조했다.

2024년 5월 말부터 6월 중순까지 대구시와 구·군이 실시한 캠핑카 특별 점검 결과, 무료 노상 공영주차장에서 80건의 장기 주차 사례가 적발돼 2023년 92건과 비슷한 수준을 유지하는 등 문제가 여전함을 드러냈다. 또한 2024년 9월 기준 대구시 등록 캠핑카 2,057대 중 민원 발생은 477건으로, 캠핑카 5대 중 1대꼴로 민원이 제기되고 있는 실정이다.

이 의원은 “지난해 7월 주차장법 개정으로 광역시장과 구청장에게 무단 장기 주차 차량 견인 권한이 부여됐지만 대구시는 이를 적극 활용하지 못하고 있다”며 “법적 권한을 갖고도 소극적 대응에 그친 이유를 밝혀야 한다”고 지적했다.

또한 “대구시가 장기 주차 차량 과태료 신설을 국토교통부에 건의했으나 구체적 성과는 아직 없다”며 “과태료 신설이 어려울 경우 자체적인 행정 조치를 마련해야 한다”고 강조했다.

캠핑카 전용 주차장 조성에 대해서도 “시민 주차 공간 확보와 도심 교통질서 유지를 위해 필수적인 시설”이라며 “외곽지 및 유휴 공영주차장을 활용한 전용 주차장 계획을 구체화할 필요가 있다”고 덧붙였다.

한편, 대구시는 대명천로 등 4개소 공영 노상주차장 유료화 전환 효과를 분석 중이며, 추가 유료화 여부도 검토하고 있다.

이 의원은 “시민 권익 보호와 주차장 공공성 강화를 위해 대구시는 보다 강력한 대책과 신속한 대응에 나서야 한다”고 강력히 촉구했다.

Meanwhile, Daegu City is analyzing the effects of converting four public on-street parking lots, including Daemyeongcheon-ro, to paid parking, and is also considering whether to introduce additional paid parking.
