【브레이크뉴스 영천】이성현 기자=영천시의회 의원연구단체 ‘영천시 빈집 활용 방안 연구회’(대표 우애자 의원)가 12일 오후 시의회 간담회장에서 정책 연구용역 착수보고회를 열고 본격적인 연구에 돌입했다.
이날 보고회에는 우애자 대표의원을 비롯해 연구모임 소속 이영기, 이갑균, 김용문, 이영우 의원과 연구용역 수행기관, 영천시 건축디자인과 관계자들이 참석해 과업 내용과 향후 추진 방향을 공유하고 의견을 교환했다.
이번 연구는 저출산과 고령화로 급증하고 있는 지역 내 빈집 문제에 선제적으로 대응하고자 마련됐다. 연구회는 영천시의 빈집 현황과 주변 여건을 면밀히 조사하고, 국내외 정비 성공사례 및 관련 법령을 비교 분석해 지역 실정에 부합하는 빈집 활용 및 정비 방안을 마련할 계획이다.
보고회에서는 빈집 실태조사, 현장 방문, 주민 인터뷰 등을 통해 빈집 정비 우선순위를 도출하고, 계절 근로자 숙소나 전지훈련 연계형 스테이 등 활용 아이디어를 반영한 실행 가능한 도시재생 전략을 제시하는 방향으로 연구가 진행될 것이라는 설명이 이어졌다.
토론 시간에는 다양한 활용 모델이 논의되며 현장 맞춤형 정책 도출을 위한 의원들의 의견이 활발히 제시됐다.
우애자 의원은 “빈집 방치는 도시미관 훼손은 물론, 안전 문제까지 초래하는 중요한 도시 과제”라며 “이번 연구를 통해 실효성 있는 정책 제안과 함께 지역 활력을 불어넣는 새로운 도시재생 모델을 만들겠다”고 강조했다.
한편, 연구회는 올 하반기 중 연구결과를 종합해 정책 제안서 형태로 시에 전달할 계획이다.

Yeongcheon City Council Member Research Group ‘Yeongcheon City Vacant House Utilization Plan Research Group’ (Representative: Representative Woo Ae-ja) held a policy research service commencement report meeting at the city council meeting room on the afternoon of the 12th and began full-scale research.
Representative Woo Ae-ja, along with research group members Lee Young-gi, Lee Gap-gyun, Kim Yong-moon, and Lee Young-woo, research service providers, and Yeongcheon City Architecture and Design Department officials attended the report meeting to share the task content and future direction of progress and exchange opinions.
This study was prepared to proactively respond to the problem of vacant houses in the region, which is rapidly increasing due to low birth rates and aging population. The research group plans to closely investigate the current status of vacant houses in Yeongcheon City and surrounding conditions, and compare and analyze domestic and international successful cases of redevelopment and related laws to devise a vacant house utilization and redevelopment plan that suits the local conditions.
The report meeting explained that the research will proceed in the direction of deriving priorities for vacant house maintenance through on-site surveys, on-site visits, and interviews with residents, and presenting feasible urban regeneration strategies that reflect utilization ideas such as seasonal worker accommodations and training-linked stays.
During the discussion, various utilization models were discussed, and the members’ opinions were actively presented for deriving customized policies on the site.
Assemblywoman Woo Ae-ja emphasized, “Abandoning vacant houses is a critical urban issue that not only damages the cityscape, but also causes safety issues,” and “Through this research, we will create a new urban regeneration model that will inject vitality into the region along with effective policy proposals.”
Meanwhile, the research group plans to synthesize the research results in the second half of this year and deliver them to the city in the form of a policy proposal.
