달성군에 따르면 통합돌봄 지원사업은 노쇠나 장애 등으로 거동이 불편한 주민이 시설이 아닌 ‘집’에서 건강한 일상을 이어갈 수 있도록 보건의료, 일상돌봄, 주거환경 개선 서비스를 연계 지원하는 것이 핵심이다. 군은 시범사업 기간 동안 돌봄이 필요한 대상자를 발굴해 약 200건의 서비스를 연계했으며, 현재도 지원 대상을 지속적으로 확대하고 있다.

‘들다봄’은 ‘들여다보다’의 대구 방언인 ‘들다보다’에서 착안한 명칭으로, 대상자를 자세히·함께·자주 살피겠다는 의미를 담았다. 달성군은 이를 통해 사후 대응 중심이 아닌 예방 중심의 내실 있는 통합돌봄 체계를 구축한다는 방침이다.

군은 의료 접근성이 떨어지는 장기요양 대상자를 위해 ‘장기요양 재택의료센터 시범사업’도 추진한다. 의사, 간호사, 사회복지사가 가정을 직접 방문해 의료서비스를 제공하는 사업으로, 유가읍 소재 ‘이웃집한의원’과 업무협약을 체결하고 사업을 진행 중이다.

이와 함께 물리치료사가 가정을 방문해 맞춤형 운동을 지도하는 ‘방문맞춤운동’ 사업도 추진한다. 달성군은 예방적 돌봄의 중요성을 반영해 (사)대한물리치료사협회 대구시회와 업무협약을 체결했으며, 개인별 신체 기능 평가를 바탕으로 맞춤 운동을 설계·지도해 대상자의 건강 유지를 도모할 계획이다.

일상생활 전반에 대한 돌봄 지원도 강화한다. 군은 거동이 불편한 대상자를 위한 ‘식사지원서비스’, 청소·빨래 등을 돕는 ‘가사지원서비스’, 안전과 편의를 위한 ‘주거환경개선사업’ 등을 통합돌봄 특화 사업으로 추진하기 위해 총 3억 원의 예산을 편성했다.

최재훈 달성군수는 “예방이 가장 경제적인 돌봄”이라며 “어르신의 건강이 악화되기 전에 돌봄을 제공하면 의료비 부담과 고통을 함께 줄일 수 있다는 점을 시범사업을 통해 확인했다”고 말했다. 이어 “복지뿐 아니라 보건, 인사, 조직 등 전 부서가 함께 통합돌봄을 준비해 왔으며, 모든 군민이 가정에서 건강하고 안전하게 생활할 수 있도록 ‘들다봄’ 통합돌봄 지원사업을 적극 추진하겠다”고 밝혔다.

한편 달성군은 병원동행서비스, 응급안전안심서비스, 방문건강관리, 다제약물관리, 노인맞춤돌봄서비스 등 기존 보건·의료·복지 사업을 유기적으로 연계해 통합돌봄 체계가 현장에서 안정적으로 작동하도록 지속적으로 보완해 나갈 계획이다.
