이번 공모사업은 전국 지방자치단체를 대상으로 하천 내 불법점용 해소 실적과 재발방지 대책의 실효성, 사업의 공공성 및 지속가능성 등을 종합 평가해 지원 대상을 선정하는 사업이다. 달성군은 지속적으로 추진해 온 불법경작 정비 실적과 함께 재발을 원천 차단하기 위한 구조적 개선계획에서 높은 평가를 받았다.
사업 대상지는 다사읍 서재리·세천리 일원 금호강 구간으로, 그동안 반복적인 불법경작이 이뤄지며 경관 훼손은 물론 하천 기능 저해와 안전 문제 등 주민 불편이 꾸준히 제기돼 왔다. 이에 달성군은 지난해 11월 행정대집행을 통해 불법시설을 정비하는 등 선제 대응에 나섰으며, 단순 철거를 넘어 재발 방지를 위한 실질적 대안 마련에 힘써 왔다.
이번 사업은 약 5만㎡ 구간을 대상으로 추진된다. 노후 산책로(데크) 정비와 초화류 식재를 통한 꽃단지 조성 등을 통해 주민 누구나 일상 속에서 이용할 수 있는 생활밀착형 수변공간으로 재구성할 계획이다.
특히 기존 자전거도로와 산책로를 유기적으로 연결해 접근성을 높이고, 불법점용이 다시 발생하지 않도록 공간 구조를 근본적으로 개선하는 데 중점을 둘 방침이다.
달성군은 2027년 상반기 착공을 목표로 실시설계 등 사전 절차를 진행할 예정이며, 사업이 완료되면 방치됐던 하천변이 사계절 꽃이 어우러진 휴식 공간으로 탈바꿈해 주민 삶의 질 향상과 지역 경관 개선에 크게 기여할 것으로 기대하고 있다.
최재훈 달성군수는 “이번 공모사업 선정은 지속적인 정비 노력과 현장 중심 행정이 결실을 맺은 결과”라며 “앞으로도 하천을 누구나 안전하고 쾌적하게 이용할 수 있는 공공의 생활공간으로 만들어 나가겠다”고 말했다.

This project will be implemented across an area of approximately 50,000 square meters. The plan is to reconfigure the area into a community-oriented waterfront space accessible to all residents in their daily lives by renovating aging walking paths (decks) and creating flower gardens through the planting of flowering plants.
In particular, the focus will be on improving accessibility by organically connecting existing bicycle paths and walking trails, and fundamentally restructuring the spatial layout to prevent the recurrence of illegal occupation.
