이번 워크숍은 글로컬대학30 프로젝트와 연계해 보건대학 교육의 질을 체계적으로 관리하고 교육성과의 객관성을 높이기 위한 공동 논의의 장으로 마련됐다. 단순한 학점 이수나 성적 중심 평가를 넘어, 졸업예정 학생들의 실제 수행 역량을 증명할 수 있는 제도적 장치의 필요성에 공감대를 형성하는 데 초점을 맞췄다.

행사에는 이전형 대구보건대학교 교무처장과 도금혜 직업교육혁신센터장을 비롯해 대구보건대학교, 광주보건대학교, 대전보건대학교 등 한달빛글로컬보건연합대학 관계자 50여 명이 참석했다. 참석자들은 교육과정–학습성과–인증으로 이어지는 코어스킬 인증제의 중·장기 추진 방향을 공유하며 공동 개발과 확산 가능성을 논의했다.

워크숍에서는 ▲코어스킬 인증제 도입의 필요성과 추진 방향 ▲보건대학 특성을 반영한 공통 인증 체계 도출 ▲수행 중심·역량 기반 평가 원칙에 따른 인증 기준 설정 ▲평가의 타당도와 신뢰도 확보를 위한 평가 방식 및 도구 개발 방향 등이 중점적으로 다뤄졌다. 이는 인증제가 형식적인 제도에 그치지 않고 교육성과를 신뢰성 있게 입증하는 수단으로 기능하기 위한 논의 과정이다.

참여 대학들은 특히 보건의료 분야의 임상·현장 중심 교육 환경을 반영해 지식 습득 여부를 넘어 실제 수행 능력과 실천 역량을 검증하는 인증체계가 필요하다는 데 뜻을 모았다. 이를 통해 코어스킬 인증제가 학생 개인의 역량 성장 경로를 체계적으로 관리하는 동시에, 대학 차원에서는 교육 책무성과 질관리(Quality Assurance)를 강화하는 핵심 도구가 될 수 있다는 점을 확인했다.

이와 함께 인증제의 실질적 도입과 안착을 위해 대학 간 공동 활용이 가능한 표준화된 평가도구 개발, 시범 운영을 통한 제도 검증, 단계적 확산 전략 등에 대해서도 심도 있는 논의가 이어졌다. 참여 대학들은 공동 개발과 협력을 통해 인증제의 완성도를 높이고, 보건대학 교육 전반의 질관리 체계를 한 단계 끌어올리는 데 힘을 모으기로 했다.

이전형 대구보건대학교 교무처장은 “코어스킬 인증제는 졸업장만으로는 설명하기 어려운 학생들의 실제 역량을 사회에 명확히 보여주는 제도”라며 “한달빛글로컬보건연합대학과의 협력을 통해 보건대학 교육의 신뢰도를 높이고, 글로컬 수준의 교육 혁신 모델을 만들어가겠다”고 말했다.

Daegu Health College Discusses Development of 'Core Skills Certification System' to Verify Healthcare Talent

Daegu Health College (President Nam Seong-hee) and Dalhanbit Glocal Health Union University held a two-day "Core Skills Certification System Development Workshop" at the Lotte City Hotel in Daejeon from the 26th to the 27th to objectively verify the core competencies of healthcare professionals.

This workshop, in conjunction with the Glocal University 30 Project, provided a forum for joint discussions on systematically managing the quality of health college education and enhancing the objectivity of educational outcomes. The workshop focused on building consensus on the need for an institutional framework that would demonstrate the actual performance capabilities of graduating students, going beyond simple credit or grade-based evaluations.

The event was attended by approximately 50 participants, including Daegu Health College Dean of Academic Affairs Lee Jeon-hyeong, Director of the Center for Vocational Education Innovation Do Geum-hye, and representatives from Dalhanbit Glocal Health Union University, including Daegu Health College, Gwangju Health College, and Daejeon Health College. Participants shared the mid- to long-term direction for the Core Skills Certification System, which connects curriculum, learning outcomes, and certification, and discussed the potential for joint development and expansion.

The workshop focused on the following topics: ▲ the necessity and direction of introducing a Core Skills Certification System; ▲ developing a common certification system that reflects the characteristics of health colleges; ▲ establishing certification standards based on performance-oriented and competency-based assessment principles; and ▲ developing assessment methods and tools to ensure validity and reliability. This discussion aimed to ensure that the certification system goes beyond mere formality and serves as a reliable means of verifying educational outcomes.

Participating universities agreed on the need for a certification system that reflects the clinical and field-oriented educational environment of the healthcare field, going beyond mere knowledge acquisition to verify actual performance and practical skills. This demonstrated that the Core Skills Certification System can systematically manage individual student competency development while also serving as a key tool for strengthening educational accountability and quality assurance at the university level.

In addition, in-depth discussions continued on the development of standardized assessment tools that can be shared across universities, verification of the system through pilot programs, and a phased expansion strategy to ensure the practical implementation and establishment of the certification system. The participating universities agreed to collaborate and enhance the certification system's quality management system across health colleges through joint development and collaboration.

Lee Jeon-hyeong, Dean of Academic Affairs at Daegu Health College, stated, "The Core Skills Certification System clearly demonstrates to society students' actual capabilities, which cannot be demonstrated through a diploma alone. Through collaboration with the Handalbit Global Health Union University, we will enhance the credibility of health college education and create a model for educational innovation at a global level."
