구미시는 3월 31일 고아농협에서 ‘2026년 공공형 외국인 계절근로자’ 환영식과 사전 교육을 실시하고, 캄보디아 국적 근로자 30명을 지역 농가에 순차적으로 배치한다고 밝혔다. 이 가운데 29명은 이미 입국했으며, 나머지 1명은 4월 중 합류할 예정이다.

이번 사업은 농림축산식품부 공모에 선정돼 올해 처음 시행되는 것으로, 지자체가 지정한 농협이 운영 주체가 되어 외국인 근로자와 직접 계약을 체결하고 농가 수요에 맞춰 인력을 공급하는 방식이다.

특히 기존 장기 고용 형태와 달리 농가가 필요한 시기에 일 단위로 근로자를 활용할 수 있어, 단기 집중 노동력이 필요한 농번기 현장에 실질적인 도움이 될 것으로 기대된다.

근로자 일당은 11만 원 수준으로 책정돼 시중 인력 대비 20~30% 낮은 수준이다. 구미시는 이를 통해 인건비 상승으로 어려움을 겪는 소규모 농가의 부담을 줄이고, 안정적인 인력 수급 체계를 구축한다는 방침이다.

시는 올해 총 9천만 원의 사업비를 투입해 사업을 추진하며, 농가는 농협에 이용료를 지급하는 방식으로 필요한 시기에 인력을 공급받을 수 있다.

근로자 관리 체계도 강화했다. 근로자들은 선산읍 신기리 일대 공동 숙소에서 생활하며, 전담 인력이 상시 배치돼 생활 관리와 위생 점검을 수행한다. 입국 직후에는 마약 검사 등 검증 절차를 거쳐 근로 환경의 안정성을 확보했다.

또한 환영식에서는 인권 보호, 고충 신고 절차, 임금 관리, 작업 안전 등 필수 교육이 진행돼 근로자들의 현장 적응을 지원했다.

구미시는 향후 경찰서와 보건소 등 유관기관과 협력해 숙소 순찰과 소통 체계를 강화하고, 무단이탈 방지와 감염병 예방에도 대응할 계획이다.

현장 농가 관계자는 “농번기마다 인력 확보가 가장 큰 부담이었는데 안정적으로 일손을 구할 수 있게 됐다”며 “인건비 부담도 줄어 농사에 집중할 수 있을 것”이라고 말했다.

김장호 구미시장은 “외국인 근로자들이 지역 농촌의 중요한 동반자로 자리 잡을 수 있도록 적극 지원하겠다”며 “사업 성과를 분석해 내년에는 시 전역으로 확대하는 방안을 검토하겠다”고 밝혔다.

Gumi Mayor Kim Jang-ho announced, “We will actively support foreign workers so that they can establish themselves as important partners in the local rural community,” and added, “We will analyze the results of the project and consider expanding it to the entire city next year.”
