구미시는 2025년 9월 시범사업을 통해 기반을 마련한 데 이어, 지난 3월 시행된 ‘의료·요양 등 지역 돌봄의 통합지원에 관한 법률’에 맞춰 본사업으로 전환하며 정책을 본격화했다. 기존 단순 지원 중심에서 벗어나 시민 체감형 복지로 전면 개편한 것이 특징이다.

핵심은 올해 도입된 ‘통합돌봄 바우처’다. 시는 총 3억 원을 투입해 돌봄이 필요한 시민에게 연간 최대 400만 원 한도의 맞춤형 서비스를 제공한다. 주요 서비스는 가사지원, 병원 동행, 방문 목욕, 영양 급식, 주거 편의 개선 등 5대 분야로 구성됐다. 특히 퇴원 이후 돌봄 공백이 발생하기 쉬운 고령층에 대한 신속 지원이 가능해 낙상 예방과 건강 회복에 효과를 낼 것으로 기대된다.

전달체계 역시 개선됐다. 구미시는 25개 읍면동 행정복지센터에 통합돌봄 전담 창구를 설치해 대상자 발굴부터 서비스 설계, 연계까지 ‘원스톱’으로 처리하는 체계를 구축했다. 지역별 맞춤형 돌봄 허브 기능도 강화됐다.
