시행 3년 차를 맞은 이 사업은 보호자의 질병, 입원, 경조사 등 예기치 못한 상황 발생 시 긴급 돌봄 서비스를 제공하기 위해 도입됐다. 고향사랑기금을 활용해 매년 5천만 원 규모로 운영되고 있으며, 시행 첫해 148회였던 이용 건수는 지난해 182건으로 늘었다. 올해도 3월 말 기준 39명이 이용하는 등 꾸준한 수요를 보이고 있다.

구미시는 올해 말 완공 예정인 장애인단기거주시설 운영 전까지 해당 사업이 돌봄 사각지대를 해소하는 핵심 역할을 할 것으로 기대하고 있다.

지원 대상은 구미시에 거주하는 6세 이상 65세 미만 등록장애인 9,105명으로, 소득과 관계없이 신청할 수 있다. 또한 장애인 가정의 부담을 고려해 10세 이하 비장애 형제자매까지 지원 범위를 확대해 가족 단위 복지 체감도를 높였다.

특히 돌봄 부담이 큰 발달장애인 가정에서 높은 이용률을 보이고 있으며, 지원 사유도 현실에 맞게 폭넓게 인정된다. 보호자의 입원·수술은 물론 친인척 경조사, 생업에 따른 출장·연수, 심리적 소진(번아웃)까지 포함된다. 생필품 구매 등 일상 속 긴급 상황도 지원 대상이다.

서비스는 1인당 연 최대 72시간까지 이용할 수 있으며, 1회 최소 4시간 이상 제공된다. 본인부담금은 주간 기준 시간당 1,000원으로 책정됐고, 기초생활수급자와 차상위계층은 전액 무료로 이용할 수 있다.

돌봄 인력은 활동지원사와 사회복지사 자격 소지자를 중심으로 구성되며, 20세 이상 친인척도 돌보미로 참여할 수 있어 긴급 상황에서도 신속하고 안정적인 돌봄 연계가 가능하다.

구미시 관계자는 “긴급돌보미 지원사업이 장애인 가정에 꼭 필요한 쉼과 여유를 제공하는 안전망으로 자리 잡고 있다”며 “예기치 못한 위기 상황에서도 흔들림 없는 돌봄 체계를 구축해 나가겠다”고 말했다.

The care staff is composed primarily of individuals holding activity support worker and social worker qualifications, and relatives aged 20 or older can also participate as caregivers, enabling prompt and stable care coordination even in emergency situations.

A Gumi City official stated, “The Emergency Caregiver Support Program is establishing itself as a safety net that provides much-needed rest and respite to families with disabilities,” adding, “We will continue to build an unwavering care system even in unexpected crisis situations.”
