대구시가 봄철 행락객 증가에 대비해 오는 27일부터 다음달 30일까지를 특별 방역대책기간으로 정하고 이에 대한 방역대책을 추진한다.

또, 현행 사회적 거리두기 1.5단계는 4월 11일까지 2주간 연장 유지하기로 했다. 중앙재난안전대책본부에서 현행 사회적 거리두기를 수도권 2단계, 비수도권 1.5단계로 유지함에 따른 조치다.

대신 대구시는 거리두기 장기화로 인해 느슨해진 방역 긴장감 쇄신을 위해 유증상자 관리 및 사업장‧다중이용시설의 기본방역 관리를 강화하고, 봄철 행락객 증가 등 위험요인에 대한 방역 대응을 강화하는 방향으로 방역대책을 추진하겠다는 입장을 밝혔다.

이를 위해 5인 이상 사적 모임 금지 조치는 7가지 제외사항을 포함해 현행대로 유지한다. 콜라텍과 유사하나 그간 실내체육시설 방역지침 적용으로 느슨해진 무도장에 대해 시설면적 8㎡당 1명으로 인원을 제한하는 등 콜라텍 방역수칙을 적용해 방역 관리를 강화한다. 주말에는 사우나 등 목욕관련 업체에 대한 방역 감독을 대대적으로 실시한다.

이에 따라 이번 조정 기간에는 방역 긴장감 강화를 위해 거리두기 개편을 위해 준비한 ‘기본방역수칙’을 조기에 적용한다. 기본방역수칙은 새로 만든 조치도 아니다. 기존에 적용해 오던 방역수칙을 좀 더 체계화하고 이행력을 강화한 것으로, 시민 수용성과 홍보, 준비기간 등을 고려해 29일부터 4월 4일까지 1주일간은 적용 유예기간을 가질 예정이며, 본격적인 시행은 4월 5일 이후부터 시행될 예정이다. 

체계화된 방역수칙의 내용을 살펴보면, 크게 ①개인 방역수칙과 ②시설 방역수칙으로 구분된다. 시설 방역수칙은 실내 다중이용시설‧사업장에서의 마스크 착용, 모든 출입자 명부작성 등의 공통수칙과 시설별 특성을 반영한 추가수칙으로 구성돼 있다. 주요 공통수칙은 ▲마스크 착용 의무, ▲출입자명부 관리, ▲주기적 소독 및 환기, ▲음식 섭취 금지, ▲증상확인 및 출입제한, ▲방역관리자 지정‧운영수칙, ▲방역수칙‧이용인원 게시 및 안내 등 7개 수칙으로 강화했다.

이에 따라, 다중이용시설을 출입할 때는 모든 출입자가 전자출입명부 또는 간편체크인 등의 출입자명부를 작성토록 해 다소 느슨해진 출입자명부관리를 강화하되, 특히 다중이용시설 등을 이용하는 모든 출입자에 대해 증상 확인 및 유증상자 출입 제한 권고를 해한다. 또한 , 방역수칙 게시와 함께 혼잡을 방지하기 위해 실내 다중이용시설 입구에 이용가능 인원도 게시하게 하는 등 방역조치도 강화한다.

이 기간 동안 대구시는 기본방역수칙을 적극 안내‧홍보하는 한편, 소관 분야별로 전자출입명부 의무화, 이용인원 게시, 유증상자 출입제한 등 기본방역수칙 시행 및 준수 여부에 대한 철저한 현장점검을 병행할 계획이다. 이와 함께 본격적인 봄철 행락철이 시작되는 이번 주말부터 4월 30일까지 정부와 합동으로 봄철 행락객 증가에 대비한 특별 방역대책도 함께 시행된다.
