대구시가 결국 현행 사회적거리두기 1.5단계의 벽을 극복하지 못하고 결국 오는 5일부터 2단계로 격상하기로 했다.

최근 대구시의 코로나 19 확산이 심상치 않다. 대구시는 5월 들어 주간 평균 한자리수의 안정세를 유지하다가 유흥주점 및 종교시설에서 확진자가 다수 발생, 5월 마지막 주 28.3명을 기록하며 폭증하고 있다.

5월까지 20명대를 유지하던 대구시 코로나 19 상황은 6월초 들어 주간 평균 45.3명으로 대폭 증가하고 있다. 2일은 73명의 지역감염이 발생했다. 이는 지난해 3월 18일 97명의 확진자가 발생한 이후 최다 확진 숫자라고 대구시는 밝혔다.

대구시 관계자는 “백 만명당 확진자 수로 환산해 보면, 수도권은 17.1명, 대구 지역의 경우 30.3명” 이라며 “누계 기준 전국에서 가장 많은 확진자가 발생한 수도권보다 43.6%나 높은 수치”라고 강조했다. 

대구시는 비상을 언급했다. 3일 대구시는 지역 의료계와 구군청, 경제 분야 관계자들과  현행 사회적 거리두기 1.5단계를 2단계로 강화하는 논의에 들어갔다. 

대구시는 이날 논의 끝에 오는 5일 0시부터 20일 24시까지 대구 전역을 대상으로 ‘사회적 거리두기 2단계’를 시행한다. 또, 코로나19 감염병 확산 추세에 따라 전문가 의견 등을 수렴해 완화하거나 연장 또는 격상하는 등 의 적극적이고 탄력적인 운영에 돌입한다고 밝혔다.

대구시, 사회적거리두기 2단계 격상

대구시의 이날 강화 방침에 ①기업의 필수경영 활동, 법령에 근거한 활동 등 불요불급한 행사가 아니면, 100인 이상이 모이는 행사나 모임은 원칙적으로 금지된다. 

②스포츠 관람의 수용인원과 국‧공립시설의 이용인원 또한 제한된다.  수용인원의 10%이내 축소를 비롯해 국‧공립시설의 이용인원은 50%에서 30%이내로 제한된다. 

③오는 5일까지 집합금지 조치가 이미 내려진 유흥‧단란주점 뿐 아니라 유흥시설 5종 전체와 무도장, 홀덤펍 및 홀덤게임장, 그리고 노래연습장에 대해서는 집합금지 조치가 내려졌다. 식당과 카페는 강화된 2단계 적용을 받는다. 밤 9시부터 다음 날 새벽 5시까지 운영이 제한된다. 다만, 식당‧카페의 영업시간 이후 배달‧포장은 가능하다.

④장례식장과 돌잔치 전문점 등은 현행 1.5단계 신고‧허가면적 4㎡당 1명에서 100명 미만으로 인원이 제한되고, 결혼식장은 예약 등이 끝난 상태를 고려해 현행 1.5단계를 유지한다. 

⑤목욕탕과 실내 체육시설은 면적당 인원제한과 함께 10시부터 다음날 오전5시까지 운영이 중단된다. 학원은 시설 신고‧허가면적 8㎡당 1명으로 제한하고, 두 칸을 띄어 앉아야 한다.

채홍호 부시장은 “사회적 거리두기 2단계는 집합금지 대상은 최소화 하겠다”면서 “고위험 시설에 대한 지도점검의 강화, 위반 시 무관용 원칙 적용 등을 통해 방역의 효과를 극대화하겠다”고 밝혔다. 

이어 “코로나19를 극복하고 일상을 되찾고 경제도 살릴 수 있는 방역대책은 첫째는 마스크 쓰기 등 개인방역수칙을 준수하는 시민의 힘, 두 번째는 백신접종 적극 참여”라고 강조했다.
