대구시가 지난 19일 실시한 외국인근로자 고용사업주 진단검사 실시 의무 2차 행정명령에 대해 외국인 차별 요소 및 인권침해 소지를 없도록 하기 위하여 변경된 내용을 고지했다.

앞서 대구시는 외국인 근로자의 안전한 근로환경 조성과 지역 내 확산 전파를 사전에 차단하기 위해 3월 19일에 외국인 근로자 3인 이상 고용사업주를 대상으로 사업장별 최소 2인 이상 진단검사를 받게 하는 내용의 2차 행정명령을 실시하였다.

그러나 중앙사고수습본부에서 내․외국인에 대한 차별적 요소 및 인권침해 소지가 없도록 하라는 개선의견과 전문가 자문을 참고해 행정명령 변경에 나섰다.

이에 따라 2차 행정명령은 코로나19 감염 위험이 있는 제조업 사업주에 대하여 근로자(내·외국인 각각 1인 이상 검사대상에 포함) 3인에 대한 샘플링 진단검사 의무를 부여하고, 3월 1일 이후 외국인 근로자를 신규채용한 제조업 사업주에 대해서도 근로자가 오는 31일까지 진단검사를 받을 수 있도록 강력히 권고하는 내용으로 변경된다.

 외국인근로자 고용 사업주에게 진단검사 실시 의무를 부여한 2차 행정명령을 내국인을 포함한 근로자 3인을 대상으로 신속히 샘플링 진단검사를 받도록 확대 시행한다. 

대구시는 최근 인근 고령지역 집단감염 발생, 수도권 지역의 방역활동 강화로 지방으로 이동하는 외국인 근로자들의 숨은 감염원을 찾아내기 위한 선제적 방역대책이 요구되는 상황으로 고위험사업장을 중심으로 신속한 샘플링 진단검사를 통해 코로나19 확산추이를 파악하고 발생상황에 따라 단계별로 대처하고자 강력한 방역활동을 추진하고 있다.

김태운 대구시 일자리투자국장은 “대구 인근지역의 코로나19 집단감염 발생으로 인한 방역대응과 외국인 인권보호를 고려해 시행하는 것으로 쾌적하고 안전한 근로환경 조성을 위해 진단검사에 적극 동참해 주시기 바란다”고 밝혔다.
