‘화요일에 공부하자’라는 의미를 담고 있는 ‘화공 굿모닝 특강(이하 ‘화공’)’은 도청 공무원들의 공부 모임으로 매주 화요일 새벽에 열린다.

이철우 도지사는 인구 감소, 경기침체 등으로 어려움에 처한 경북의 위기감 속에서 ‘변해야 산다! 도청부터 변해야 한다! 변하려면 공부해야 한다!’며 경북의 살길을 찾기 위해 화공을 시작한 것이다.

처음 도청 공무원들 사이에는 ‘몇 개월 하다 그만두겠지’라는 의견이 팽배했다. 하지만, 도지사부터 빠짐없이 참석하고 강사들에게 적극 질문하는 모습을 보이자 어느새 정례화 된 공부모임으로 인식됐고 직원들의 자발적인 참여로 이어졌다.

코로나19 팬데믹 상황에서도 ‘전쟁이 나도 공부는 했다’며 특강은 이어졌다.

‘사회적 거리두기 지침’에 따른 인원 제한으로 강연장에 참석할 수 없는 직원들은 청내 방송을 통해 청취했고, 더 나아가 유관기관 직원들과 도민을 위해 경북도 유튜브 채널인 ‘보이소 TV’를 통해 실시간 생중계도 시작했다.

공부에 대한 이철우 도지사의 의지는 회를 거듭할수록 화공이 대한민국에서 가장 품격 있고 수준 높은 강연이라는 인식이 확산되면서 이제는 ‘화공에 초빙 받지 못하면 유명 인사가 아니다’라는 말까지 돌 정도로 강단에 서기를 희망하는 이들이 많아지고 있다.

때로는 강사의 사정으로 화요일 특강이 어려우면 다른 요일에 추가로 특강을 개최해 1주일에 2번, 많을 때는 3번의 특강을 개최하기도 했다.

지금까지 대학 총장, 연구기관장, 기업 대표 등 다양한 분야에서 최고의 전문가로 인정받는 200명의 석학과 거장이 강사로 초빙됐다.

윤석열 정부의 김대기 비서실장과 이주호 교육부장관도 화공에 다녀갔다.

특히, 김대기 비서실장은 비서실장으로 내정되기 전날인 지난해 4월 12일 단국대 교수 신분으로 특강을 펼쳤는데 이때 윤석열 대통령도 화공에 대해 알게 됐다고 한다.

특강 전날 이철우 도지사는 김대기 교수와 저녁 식사를 하려다가 당시 당선인 신분으로 경북을 순회 중이던 윤석열 대통령과 급히 저녁 식사 약속을 잡게 됐다.

화공 강사로 온 김대기 교수와의 선약을 취소한 것을 알게 된 윤 대통령은 ‘화공’이 무엇인지 물었고 이철우 도지사는 ‘화요일에 공부하는 경북도청 공부 모임’이라 말하며 100회까지의 내용을 담은 강연집 ‘새벽에 공부하는 공무원들’을 선물했다.
