6일, 경북도에 따르면‘K-로컬 7대 프로젝트’는 4대 정주혁명과 3대 완전 돌봄 혁명을 더한 7대 생애리사이클링 정책으로, 7대 혁명으로는 교육지원혁명, 취업지원혁명, 주거지원혁명, 결혼지원혁명, 출산지원혁명, 보육지원혁명, 돌봄 지원 혁명 등이 꼽힌다. 

경북도는 올해 4대 정주혁명 정책을 먼저 수립한 뒤, 상반기에 전략과제와 세부사업을 설계, 연말에는 가용재원 3조의 10%인 약 3천억 원 규모의 예산을 편성해 내년부터 정책을 실행하고 예산을 집행할 방침이다. 

특히, 최우선적으로 지방의 학생들과 청년들의 수도권 유출을 막으면서 지방에 정주시키기 위한 4대 정주혁명 정책을 먼저 실행하고, 후속으로 3대 완전 돌봄 정책을 실행해 인구소멸을 극복하고 지방정주시대로 대전환 하겠다는 파격적인 정책을 소개했다.

구체적으로 4대 정주혁명 정책으로는 첫째, 교육지원혁명이 꼽힌다. 이정책의 골자는 고등학교만 나와도 대졸 수준의 연봉을 받고 일을 할 수 있는 여건을 만드는 것으로, 경북도는 병역특례 지원과 군복무 후 복귀 시 상여금 지급과 향후 학사취득 시에는 대기업 수준의 임금을 계획하고 있다. 

둘째로는 취업지원혁명이다. 경북도는 지역 전략기업 취업자에게는 대기업 수준의 임금을 지급하고, 기업에게는 대기업 수준의 연봉 차액만큼 R&D 등 기업성장지원금을 지원해 줄 방침이다.

셋째는 주거지원혁명으로, 전략기업에 취업한 청년들이 집 걱정 없이 정착할 수 있도록 LH임대아파트, 공가주택 리모델링, 주택임차료 등 주거안정지원금을 10년간 지원한다는 내용이다.

네 번째는 결혼지원혁명이다. 전략기업에 취업한 청년들이 결혼을 하는 경우에는 결혼장려금 5천만 원을 10년간 융자지원 해 줄 방침이다.

출산․보육․돌봄 지원혁명으로는 산후조리도우미 지원, 아이 돌봄 가계부담 제로, 119아이행복 돌봄 터 등 완전 돌봄 3대 패키지를 통해 빈틈없는 정책을 뒷받침할 계획이다. 

경북도 관계자는 앞으로 구체적인 실행방안 마련을 위해 K-로컬 7대 프로젝트 TF추진단을 프로젝트분야별 국책연구원, 경북연구원 등 전문가와 전략과제를 발굴하고, 경북도와 시군, 대학, 기업 등이 함께 협력해 지방시대를 성공적으로 열어 나가겠다고 했다.
