15일 김대현 의원은 5분 자유발언을 통해 “현재 대구시가 대구 스마트산단 지붕형 태양광 프로젝트 추진에 있어 투자유치홍보에만 주력해 현장에서는 사업에 대한 비판 여론이 거세다.”며 비판에 나섰다.

그는 “해당 사업은 3조 원에 달하는 투자가 제안되어 있고 투자회사들이 지역 업체의 재산에 직접적인 변화를 주는 사업임에도 불구하고 우리 지역 업체들은 계약체결을 위한 사업의 손익계산서 등 투자와 수익에 대한 제대로 된 정보를 제공받지 못하고 있다”고 꼬집었다. 

그러면서 “대구시는 프로젝트 동참을 강권할 것이 아니라 태양광설비의 설치모델, 손익계산서 등 주체인 투자회사와 지역업체 간 적절한 소통이 이루어질 수 있도록 후견적 역할을 해야한다.”고 강조했다.

또한 김 의원은 “본 사업은 우리 지역업체가 태양광 설비의 설치를 희망하더라도 조업 일정이나 건물의 구조적 문제 등으로 인해 태양광 설비가 불가능하거나, 투자회사들이 당초 제시한 예산을 초과할 수 있다.”면서 “대구시는 전문기관을 통해 우리 지역업체의 입장에서 사업의 수익성을 검토하고 무엇보다 업체의 수요를 정확히 분석해 해당 사업이 불통의 정책이 되지 않도록 해야 한다.”고 주장했다. 

뿐만 아니라 김대현 의원은 “태양광 발전은 전기를 생산할 때는 친환경적이지만, 일정시간이 지나면 태양광 패널 처리 문제가 또 다른 경제환경적 이슈가 되고 있다.”고 지적했다.

그는 “이에 관한 선제적 조치로 대구가 태양광 설비 재생사업의 선도지역이 될 수 있도록 관련 규정을 마련하고 태양광 설치 사업과 동시에 설비재생산업을 육성할 것을 제안한다.”고 말했다.

한편 이날 김대현 의원은 마무리 발언을 하면서 홍준표 대구시장이 자신이 만든 플랫폼 ‘청년의꿈’을 통해 자신을 비판한 대구시의원을 두고 “자동차 학원이나 하지”라며 조롱의 글을 게시하고 이에 논란이 일자 “농담한 것”이라고 해명한 것에 대해 비판을 덧붙이기도 했다.

김 의원은 “비아냥을 넘어 의회를 모독하기까지 했다.”며 “과연 단체장이 의회를 대하는 태도가 맞는지 되묻지 않을 수 없다. 부디 의원들의 지적을 좀 더 겸허히 받아주실 것을 당부드린다.”고 거듭 강조했다.
