이철우 경북지사와 황주호 한수원 사장, 이상훈 한국에너지공단 이사장은 14일 경북 안동 경북도청에서 ‘기후위기 극복 경북형 친환경에너지 산단 조성’을 위한 투자양해각서(MOU)를 체결했다고 14일 밝혔다.

경북도에 따르면 이번 사업은 한수원이 2023년부터 2028년까지 최대 4조 2,500억원 규모(17억원/MW)의 자본을 투자해 2.5GW(최근 준공한 울진 신한울 원전 1기(1.4GW) 용량 1.8배 수준) 태양광 발전시설을 경북 내 산업단지에 설치하는 국내 최대 태양광 공공투자 사업이다.

경북 산업단지 산업시설 면적(8,215ha)중 30%에 해당하는 지붕 등 유휴공간에 2.5GW 태양광 발전시설을 설치해 에너지 자급자족 기반을 마련하고, 시공관리는 지역기업 100% 참여로 추진한다.

이 사업을 통해 침체된 지역경제를 활성화할 뿐만 아니라 산단 기업주에게는 경북형 저탄소정책 실현 및 기후변화(RE-100)규제에 적극 대응해 글로벌 수출 경쟁력 강화에 크게 기여할 것으로 보인다.

이번 협약으로 한수원은 재생에너지사업 추진, 사업제안・설명회 등 계획수립, 지역시공사 선정 및 각종 지원사업 시행에 협력하고 한국에너지공단은 신재생에너지 보급촉진 및 활성화를 위해 추진하고 있는 저리융자, 국비지원 정보제공, 제도개선 등에 협력하도록 했다.

특히 사업에 참여한 기업주에 대해서는 △근로자 휴게시설 설치 △에너지진단 등 지역상생을 위한 다양한 인센티브를 제공할 계획이다.

경북도는 사업이 원활히 추진되도록 지원하고 단계별 산단 입주기업을 대상으로 현황과 문제점을 적극 검토해 태양광 발전 보급사업 모델을 더욱 구체화하고 해결책을 개선해 나가도록 홍보할 예정이다.

이철우 도지사는 “이번 대규모 투자로 향후 국제사회가 요구하는 탄소중립 정책에 선도적으로 대응해 지역기업의 글로벌 수출 경쟁력을 강화하고 태양광 발전사업에 수반되는 시설공사는 지역 중소업체에 기회를 제공해 지역경제에 활력소가 될 것”이라고 평가했다.

또한 “앞으로 경북형 친환경에너지 산업단지를 점차적으로 확대해 친환경에너지가 필요한 수출기업을 경북에 유치하는 에너지 선도도시가 되도록 하고, 협약기관과 머리를 맞대 지역에 더욱 사회 공헌할 수 있는 방안을 강구해 상생협력 모델 만들기에 적극 지원 하겠다”고 밝혔다.
