20일 대구시와 교통공사에 따르면, 노사는 임금·단체협상 최종 교섭에서 인력 충원 문제를 둘러싸고 입장 차이를 좁히지 못했다. 

노조는 육아휴직과 병가 등이 늘어나면서 현장 인력 공백이 심각해졌다며 직원 100명 증원을 요구했고, 이는 전체 인력의 3% 수준이다. 이에 대해 사측은 정부 지침을 들어 증원이 어렵다는 입장을 고수했다.

노조는 이날 오전 9시부터 오후 6시까지 파업에 나섰다. 전체 조합원 1,199명 가운데 필수인력을 제외한 300~500명이 파업에 참여한 것으로 집계됐다. 이에 앞서 실시된 쟁의행위 찬반투표에서는 911명이 찬성표를 던졌다.

파업 영향으로 도시철도 1·2호선 운행 횟수는 기존 296회에서 188회로 줄어 평상시 대비 63.5% 수준에 머물렀다. 그러나 교통공사는 비조합원과 본사 인력을 투입해 비상대책을 가동했다. 출퇴근 시간대 배차 간격은 기존대로 유지했고, 낮 시간대만 13분 간격으로 조정했다. 3호선은 정상 운행했다.

승강장 곳곳에서는 파업 안내 방송이 이어졌고, 역무원들은 안내문과 변경된 시간표를 부착했다. 하지만 일부 시민들의 우려와 달리 불편은 예상보다 크지 않았다는 평가가 나왔다. 대구시는 시내버스 예비차량 86대를 대기시키고, 전세버스 투입을 준비하는 등 단계별 대체수송 계획도 마련했다.

노조는 "휴직 증가로 현장 인력이 꾸준히 부족한 상황"이라며 "1·2호선 기관사와 3호선 열차운행관리원의 휴일 대체근무, 역직원의 잦은 근무지 변경 등도 해결해야 할 문제"라고 주장했다.

반면 교통공사는 "노조의 요구는 재정 여건상 수용이 어렵다"면서도 "무노동 무임금 원칙을 적용하는 동시에 대화의 문은 열어두겠다"고 밝혔다.

아직 교섭 재개 일정은 정해지지 않은 상태다. 노사 간 인력 충원 문제를 둘러싼 갈등은 당분간 계속될 것으로 보인다.

Meanwhile, the transportation corporation stated, "It's difficult to accommodate the union's demands due to financial constraints," but added, "We will apply the 'no work, no pay' principle while keeping the door open for dialogue."

No date has been set for the resumption of negotiations. The conflict between labor and management over staffing is expected to continue for the time being.
