청도군은 지난 25일, 군 최초로 추진되는 BTL(민간투자사업) 방식의 ‘청도 공공하수관로 민간투자사업’이 민간투자사업심의위원회 심의를 통과했다고 밝혔다. 군은 오는 12월 제3자 제안 공고를 거쳐 내년 초 우선협상대상자를 선정할 계획이다.

이번 사업은 관내 하수도 미처리 지역에 ▲하수관로 183㎞ ▲가구 배수설비 4,700여 건 ▲맨홀펌프장 70개소 ▲소규모 처리장 2곳을 설치하는 대규모 정비 사업으로, 총 사업비 2,025억 원이 투입된다. 사업은 2027년 1월 착공해 2029년 12월 준공될 예정이며, 완공 시 청도군 하수도 보급률은 현재 64%에서 88%까지 확대될 전망이다.

■ 국비 확보도 속도…하수처리장 증설 추진

청도군은 민자사업 외에도 국비 지원을 기반으로 한 하수도 정비 사업도 적극 추진 중이다.

2026년 신규 사업으로 확정된 청도읍 덕암지구 정비사업은 국비 21억 원을 확보했으며, 사업 완료 시 121가구가 하수도 처리 구역에 포함된다. 또 풍각면 금곡지구(51억), 각남면 녹명지구(14억) 등 신규 국비 사업도 확보를 추진하고 있다.

늘어나는 하수량에 대비해 공공하수처리장 확충도 병행된다.

■ 97% 노후 하수관로…정비 사업으로 개선

최근 조사에 따르면 청도군 하수관로의 97%가 설치 후 20년 이상 경과한 노후 시설로 확인됐다. 이에 군은 5년 주기로 기술진단을 시행하고 있으며, 취약 구간에 대한 모니터링과 긴급 복구 체계를 강화하고 있다.

또한 총사업비 124억 원 규모의 ‘노후하수관로 정비사업’이 국비사업으로 확정돼 추진 중이다. 해당 사업은 ▲하수관로 12km 정비 ▲맨홀 374곳 보수 ▲배수설비 211곳 개선 등을 포함하며 2026년 2월 착공 예정이다.

김하수 청도군수는 “재정 제약 속에서도 군 최초 BTL 방식 하수도 사업을 추진하며 하수도 보급률을 64%에서 88%로 끌어올릴 수 있는 기반을 마련했다”며, “군민들이 변화와 편의를 실질적으로 체감할 수 있도록 사업 전 과정을 책임 있게 추진하겠다”고 밝혔다.

이어 “하수도 사업을 단순 기반시설이 아닌 정주환경 개선과 인구소멸 대응 정책의 한 축으로 추진하겠다”고 덧붙였다.

■ National Funding Secured at a Speed… Promoting Sewage Treatment Plant Expansion

Cheongdo County is actively pursuing sewage system maintenance projects backed by national funding, in addition to private projects.

The Deokam District Maintenance Project in Cheongdo-eup, confirmed as a new project for 2026, has secured KRW 2.1 billion in national funding. Upon completion, 121 households will be included in the sewage treatment area. New national funding projects are also being secured, including those in the Geumgok District in Punggak-myeon (KRW 5.1 billion) and the Nokmyeong District in Gaknam-myeon (KRW 1.4 billion).

To accommodate the increasing sewage volume, public sewage treatment plants are also being expanded.

■ 97% of Aging Sewer Pipes… Improvement through Maintenance Project

According to a recent survey, 97% of Cheongdo County's sewage pipes are aging, having been installed more than 20 years ago. Accordingly, the county is conducting technical assessments every five years and strengthening its monitoring and emergency repair systems for vulnerable sections.

Furthermore, the "Aging Sewer Pipe Maintenance Project," with a total project cost of KRW 12.4 billion, has been approved as a national project and is currently underway. The project includes ▲repairing 12km of sewer pipes, ▲repairing 374 manholes, and ▲improving 211 drainage facilities. Construction is scheduled to begin in February 2026.

Cheongdo County Mayor Kim Ha-soo stated, "Despite financial constraints, we have laid the foundation for increasing the county's sewerage coverage rate from 64% to 88% by promoting the county's first BTL sewerage project." He added, "We will responsibly implement the entire project so that residents can experience the changes and conveniences."

He added, "We will pursue the sewerage project not simply as infrastructure, but as a key component of our policy to improve the residential environment and address population decline."
