지원 대상은 주민등록상 대구시에서 1년 이상 거주 중인 만 65세 이상 저소득 어르신 중 장기요양 등급외 판정서, 의사 소견서 및 진단서 등 증빙서류를 통해 보행이 불편하다고 인정된 경우, 주소지 읍·면·동 행정복지센터에서 주민등록상 65세 생일이 속한 달의 1개월 전부터 신청 가능하며, 5년에 1회 지원받을 수 있다.

 단, ‘노인장기요양보험법’ 및 ‘장애인복지법’ 등 다른 법령이나 다른 사업에 따라 이미 지원받은 경우에는 대구시 지원 대상에서 제외된다.

특히 2021년에는 장기요양 등급외 판정자만 지원했으나, 2022년부터 지원 대상을 거동 불편 저소득 어르신으로 대폭 확대한 바 있다.
