경북교육청(교육감 임종식)이 코로나19로 인한 모든 학생들의 교육결손 극복을 위해 1,609억 원 확보해 집중지원에 나선다.

8일 경북교육청은 더 나은 경북교육 실현을 위한 ‘따뜻한 교육회복 종합방안’을 발표했다.

종합방안은 3개로 나누어 ‘더 꼼꼼한 교육결손 회복, 더 촘촘한 맞춤형 지원, 더 탄탄한 교육여건 개선’ 분야에서 추진되며, 올 하반기부터 2023년 2월까지 1년 6개월 동안 진행될 예정이다.

이를 위해 경북교육청은 2회 추경 1,487억 원과 교육부 5차 특별교부금 122억 원 총 1,609억 원을 확보하였으며 2학기 모든 학생의 교육회복을 위해 집중 지원할 방침을 전했다.

가장 먼저 교육결손 회복을 위해 유치원과 모든 학생들에게 ‘온학교 교육회복학습지원비’ 1인당 30만 원씩 총 885억 원을 지원한다.

또한 교과 보충 집중 프로그램인 ‘우리 반 희망 사다리 교실’도 운영을 희망하는 초·중·고등학교를 대상으로 104억 원을 지원한다.

모든 유치원에서 유아 및 학부모 대상 심리 정서 상담을 실시할 수 있도록 상담 지원비 3억7,000만 원을 지원하고, 코로나19로 현장실습 기회가 부족한 직업계고 학생의 취업 역량을 강화하기 위해 자격증 취득 비용 1인당 50만 원씩, 약 15억 원을 지원한다.

또한 직업계고 실습수업 보조강사 인건비를 월 180만 원씩, 4개월분 1억9,000만 원을 추가 지원한다.

장애 학생을 위해서는 특수학교 및 특수교육지원센터에 2억6,000만 원 규모로 교수‧학습용 보조 공학 기기를 지원하고 장애 학생의 학교 생활 지원 및 통합교육의 질 향상을 위해 특수학교 장애 학생에게는 문화체험활동비와 활동복 구입비, 일반학교 장애 학생에게는 어울림 행사비로, 총 12억 원을 지원한다.

아울러 원격수업으로 어려움을 겪은 다자녀 가정 희망양육 한시 지원금도 총 88억 원을 지원한다.

또한 반복적으로 제기되는 과밀학급 문제를 해결하기 위해 종합적인 개선 방안을 마련한다.

이와 함께 95억 원의 예산을 학교로 지원해 미래교육으로 도약하기 위한 준비도 이어갈 방침이다.

1학생 1스마트기기 보급은 당초 5개년 계획에서 4개년으로 앞당기고 200억 원의 예산을 투입해 첨단 디지털 기술을 활용한 유연한 교육환경 조성에 나선다.

 임종식 교육감은 “따뜻한 교육회복 종합방안은 코로나19로 인한 학습 등의 결손을 적극적으로 극복하고, 학교가 일상을 되찾기 위한 모든 교육공동체의 굳은 의지를 담은 약속이다”며“학생이 자신의 꿈을 펼치는 데 있어 코로나19로 인한 결손이 걸림돌이 되지 않도록 미래세대에 대한 책임감을 갖고 경북교육의 모든 역량을 집중하겠다”고 밝혔다.

To provide psychological and emotional counseling for infants and parents in all kindergartens, a counseling support fee of KRW 370 million is provided. 10,000 won each, about 15 billion won.

In addition, 1.8 million won per month for assistant instructors in vocational high school practice classes and 190 million won for 4 months will be additionally supported.

For students with disabilities, support for teaching and learning assistive technology devices is provided at an amount of KRW 260 million to special schools and special education support centers. A total of 1.2 billion won will be provided for the cost of purchasing active clothes, school uniforms, and social events for students with disabilities in general schools.

In addition, a total of 8.8 billion won will be provided for the temporary support for the hopeful childrearing of multi-child families who have suffered difficulties due to distance learning.

In addition, a comprehensive improvement plan is prepared to solve the overcrowded class problem that is repeatedly raised.

At the same time, it plans to continue preparing for the future education by providing a budget of 9.5 billion won to schools.

The supply of one smart device per student will be advanced from the original five-year plan to four years, and a budget of 20 billion won will be invested to create a flexible educational environment using cutting-edge digital technology.
