대구시는 저출생 극복을 위해 '아이 낳고 키우기 좋은 대구 만들기'를 정책 목표로 정하고 난임부부 시술비 지원, 산모·신생아 건강관리 지원 대상을 대폭 늘려 내년 1월 1일부터 시행한다고 27일 밝혔다.

통계청이 발표한 인구동향 자료에 따르면 지난 9월 대구의 출생아 수는 860명을 기록했고 1~9월 누적 출생아 수는 7,791명으로 전년도 같은 기간 8,294명과 비교하면 6.1%가 감소했다. 

합계출산율은 0.75명으로 역대 최저치로 이는 경제협력개발기구(OECD) 국가 평균인 1.59명보다도 낮은 수치이다.

기존 정부 지원사업의 일환인 ‘난임부부 시술비 지원사업’이 있으나 이는 기준중위소득 180% 이하(2인 587만원) 난임부부로 한정돼 맞벌이 부부의 경우 소득기준을 초과해 한쪽 배우자가 소득활동을 그만두지 않는 한 혜택을 보지 못하는 경우가 많았다.

또 만혼 추세로 인한 시술 연령 상승(난임 시술자 중 만 35~44세가 62.2%)으로 고비용 체외수정 비중이 높아져 이러한 시술비 부담이 난임부부가 시술을 포기하는 주요 요인으로 작용하기도 했다.

이에 대구시는 2023년부터 난임 시술비 지원을 대폭 확대해 기존 기준중위소득 180% 이하 소득제한을 과감히 폐지하여 소득무관 모든 난임부부가 혜택을 받을 수 있도록 할 예정이다.

확대 시행은 2023년 1월 1일부터이며 신청자격은 난임 시술을 요하는 난임 진단자로 신청일 기준 대구시 주민등록이 돼 있으며(난임여성 기준) 부부 모두 건강보험 가입·자격이 확인돼야 한다.

지원항목은 체외·인공수정 시술비 중 일부 및 전액 본인부담금의 90%와 비급여 3종(배아동결비, 유산방지제 및 착상보조제)에 대해 시술별 지원금액 한도 내에서 받을 수 있다.

시술과 직접적 관련이 있는 원외약도 구비서류(시술확인서, 처방전, 약제비 영수증 등) 보건소 제출 시 지원받을 수 있다.

또 대구시는 산모·신생아 건강관리 지원사업의 지원 대상도 기준중위소득 150% 이하에서 모든 출산 가정으로 확대한다.

신청대상은 대구시 주민등록을 둔 출산가정으로 출산예정일 40일 전부터 출산일로부터 30일까지 산모의 주민등록 주소지 관할 보건소 또는 온라인(복지로)으로 신청할 수 있다.

 보건소 자격판정 절차를 거쳐 희망하는 제공기관을 통해 바우처 서비스를 제공받을 수 있다.

서비스 기간은 태아유형(단태아, 쌍태아 이상), 출산 순위 등에 따라 최단 5일에서 최장 25일까지 이용자가 선택할 수 있으며 해당 기간 전문 건강관리사가 가정을 방문해 산후조리, 정서 지원, 신생아 돌봄 및 가사 활동 지원 등 산모와 신생아를 위한 건강관리 서비스를 제공한다.

조경선 대구시 청년여성교육국장은 “갈수록 심해지는 저출생 문제를 극복하기 위해 내년부터 난임, 산후조리 서비스 지원을 대폭 확대했다"며 "앞으로도 저출생 극복을 위해 수혜자 체감도를 높일 수 있는 단계별 지원책을 통해 아이 낳고 키우기 좋은 행복한 대구를 만들도록 노력하겠다"고 밝혔다.
