【브레이크뉴스 대구】진예솔 기자=국민의힘 임병헌 국회의원(대구 중·남구)이 6.25 전쟁 참전 소년소녀병의 명예회복을 위해 법안 대표발의에 나섰다.

27일, 임병헌 의원은 6.25 전쟁 당시 대통령긴급명령 제6호(징발에관한특별조치령, 1950.7.26.) 및 제9호(비상시향토방위령, 1950.8.4.)에 따라 징집 또는 소집되어 국가수호에 큰 공헌을 했던 17세 이하 소년소녀병의 희생과 공적을 기리기 위해 법안을 대표 발의했다고 밝혔다.

참전명예수당 수급인원을 근거로 추정한 결과 소년소녀병 참전자는 총 29,622명(전후생존자 27,049명, 전사자 2,573명)에 이르며 추정 생존자 수는 2020년 11월 기준 5,026명으로 확인된다.

국방부 자료에 따르면 소년소녀병은 경찰‧전방사단‧미군‧해병대 등 6‧25전쟁 당시 全 부대에 배치되어 후방에서 공비소탕 및 치안유지, 간호활동, 선무공작 등 전투‧전투지원‧전투근무지원 활동에 참가하였으며 특히 낙동강 방어선전투에 본격적으로 참전해 활약한 것으로 확인된다.

6.25전쟁 당시 소년소녀병은 심신이 미성숙한 상태에서 참전함에 따른 정신적ㆍ육체적 피해를 입었고, 성인이 되어서는 학업에 복귀하지 못한 채 바로 생업전선에 뛰어들어 교육의 기회를 상실했으며, 전역 후에도 사회적응과 자립 기반을 마련해야 하는 등 많은 불이익을 당해왔다.

그러나 정부가 소년병 징집 사실을 공식적으로 인정하면 인권침해에 따른 국격 손상을 인정하는 것이 되어 소극적인 입장을 취해왔기 때문에 희생과 공헌에도 불구하고 공로를 제대로 인정받지 못했다. 

이에 임병헌 의원은 “이제라도 소년소녀병과 유가족에게 소정의 위로금을 지급하고 추모비를 건립하는 등 선양사업을 할 수 있도록 해야 한다.” 법안을 발의한 취지를 설명했다.

그러면서 “소년소녀병들의 명예회복은 물론 국민의 애국정신을 고취시키는 데 일익이 될 것인 만큼 조속한 법안통과를 기대한다.”고 덧붙여 말했다.
