특별법을 발의한 주호영(대구 수성을) 직전 원내대표와 이를 상임위에서 악전고투 끝에 결실을 만들어 낸 강대식(대구 동구을) 의원, 그리고 국민의힘 대구지역 국회의원을 대변하고 있는 김용판(대구 달서 갑) 의원 등에 홍 시장은 아주 이례적으로 감사패로 그간의 노고에 감사를 전했다. 

홍 시장과 대구시는 이날 ‘대구경북통합신공항 건설을 위한 특별법’ 국회 통과를 기념하는 전 직원 조회를 처음으로 개최하고 새로운 대구 미래 50년을 향한 본격적인 출발을 선언했다. 

통합신공항 특별법은 기부대양여 방식으로 이전하는 K2공군기지를 대구시가 건설해 국방부에 제공하는 데 있어 부족될 수 있는 건설 비용을 국가가 부담한다는 내용을 담은 것으로, 홍준표 시장이 자신의 국회의원 재임 시절 마련했던 것을 시장 취임후 주호영 당시 원내대표를 통해 발의했다.

발의는 했지만 지역 의원들조차 해당 법안에 관심이 떨어질 무렵, 강대식 의원이 여야를 막론하고 법안 통과를 위해 총대를 메고 활약했다.

게다가 중간에 부산 지역 야당 의원이 가덕도 신공항을 의식해 대구경북통합신공항특별법에 저항하고 나서면서 수렁에 빠지는 가 하면, 같은 군공항이 있는 광주시가 특별법 동반 참여를 주장하고 나서면서 일정이 꼬이는 상황도 맞이했다.

이같은 우여곡절에 특별법은 당초 예상했던 2022년 11월을 훌쩍 넘겨 4개월이나 늦어진 2023년 3월 13일이 되어서야 국회를 통과했다. 

이날 감사패를 받은 세 명의 의원들은 향후 일정에 대하여 끝까지 경각심을 지니고 대구경북 500만 시도민, 특히 대구시 미래 50년을 위해 최선을 다하겠다며 “대구 굴기 파이팅”을 외쳤다.  

홍준표 대구광역시장은 “그동안 대구경북 통합신공항 특별법 통과를 위해 노력해 주신 대구경북 500만 시·도민과 대구광역시 직원 여러분들께 깊은 감사의 말씀을 드린다”라며 “신공항 건설을 통해 대구가 세계로 열린 도시, 파워풀도시로 우뚝 솟아나는 대구굴기(大邱崛起)의 시대를 열겠다”라고 말했다.

한편, 이날 행사에서는 대구경북통합신공항 건설을 총괄 추진해온 이종헌 정책총괄단장에게는 공로패를, 실무추진과 국회 협력에 총력을 다한 배석주 통합신공항건설본부장, 김윤환 서울본부장, 공항정책과에는 각각 표팡장이 수여됐으며, 각 부서의 시정에 대한 평가를 통해 최우수, 우수 부서에게도 표팡장이 수여됐다.
