특히, 도민체감도가 높은 입법활동을 통해 존중받아야 마땅한 국가유공자들에 대한 예우를 갖추고 여성, 아동, 장애인 등 사회적 약자와 복지 사각지대에 놓여 소외 받고 있는 이들의 복지와 권익 향상에 초석을마련했다는 평을 받고 있다.

이러한 노력의 일환으로 지난 제336회 임시회에서 임기진 의원의 대표발의로‘경상북도 경계선지능인 평생교육 지원 조례’를 제정하고 그동안 복지 사각지대에서 아무런 지원을 받지 못한 체 외면 받던 경계선지능인들에 대한 지원의 물꼬를 틀었다.

올해 경상북도는 경계선지능인에 대한 생애단계별 맞춤형 평생교육 지원이 가능하도록 장기적인 계획 및 로드맵 마련을 위한 연구용역을 추진하고 있다.

이번 연구용역을 통해 도내에 경계선지능인이 처한 실태를 파악하여 실질적인 도움이 되는 지원방안을 모색할 수 있을 것으로 기대된다.

제339회 임시회에서는 황명강 의원의 대표발의로‘경상북도 영유아 발달 지원 조례안’을 제정하여 발달 지연 영유아의 조기 진단 체계를 구축하도록 했다. 최근‘심화평가 권고’판정을 받은 영유아 비율이 지속적으로 증가하고 있어 영유아 발달을 위한 체계적 지원이 절실했다.

이 조례는 영유아의 발달 지연 여부를 조기에 진단하여 장애를 사전에 예방하고 영유아가 정상 발달할 수 있도록 하는 지원의 법적 근거를 마련하고자 제정됐다.

경상북도는 경북형 발달증진 프로젝트의 일환으로 발달지원 One - stop 통합시스템 구축하여 선별검사 및 경북 영유아 발달지원센터에서 상담·교육 등을 지원하고, 영유아 발달장애 정밀검사를 위해 의료급여수급권자, 차상위 계층, 건강보험료 부과금액 하위 70% 이하를 지원하는등의 노력을 펼치고 있다.

아울러 올해부터는 경북육아종합지원센터에 비인지 역량강화센터를 만들어 어린이집 영유아를 상대로 감정조절과 소통 능력 등을 높이는 프로그램을 운영하고 있다.

이어서, 제341회 임시회에서는 박선하 의원의 대표발의로‘경상북도 장애인 드론 교육훈련 지원 조례’를 제정하여 장애인에 대한 드론 교육훈련 지원 사업을 추진하도록 했다. 이 조례는 4차 산업혁명의 진전으로 단순노무직 비율이 높은 장애인들의 일자리가 심각하게 위협받는 상황에서, 드론을 활용한 양질의 일자리를 창출하기 위한 것이다.

장애인 드론 교육훈련 지원 조례는 전국 최초 제정 조례로 집행부에서24년 교육훈련비 예산 5,000만원을 편성, 도내 14세 이상 등록장애인을 대상으로 15명을 선발하여 드론 조종자 자격증 취득을 위한 교육훈련 지원사업을 추진 중이며, 24년 복지건강국 신규 역점 사업 선정되기도 했다.

향후 조례 제정으로 미래산업 생태계에 필요한 장애인 인재를 양성하고,교육훈련 비용이 고가인 드론 분야 장애인 진입장벽을 낮추어장애인 자립 및 취업 확대에도 기여할 것으로 기대되고 있다.

지난 제342회 임시회에서는 김원석 의원의 대표발의로 ‘경상북도 국가유공자 우선주차구역 설치 및 운영에 관한 조례’를 제정하여 공공시설 및 다중이용시설을 방문하는 국가유공자에게 이용 편의를 제공할 수 있는 근거를 마련함으로써, 국가를 위해 희생하거나 공헌한 국가유공자를 예우하고, 일상에서도 보훈 문화를 확산하여 도민의 애국심을고취할 수 있도록 하였다.

이에 경상북도는 경북도청 지하 주차장 3면과 경상북도독립운동기념관주차장 2면을 비롯한 산하 출자출연기관, 직속기관, 사업소 등 21개 공공기관 주차장에 국가유공자 우선주차구역 26면을 설치했으며 미설치된 공공기관에도 지속적으로 확대해 나갈 예정이다.

최태림 행정보건복지위원회 위원장은“존중 받아야 마땅한 사람은 예우받고, 보호 받아야 할 사람은 마땅히 보호받는 사회가 우리가나아가야할 따뜻한 사회다”라며 “앞으로도 경상북도가 한국에서 가장 따뜻한 지역이 될 수 있도록 최선을 다하겠다”고 말했다.
