【브레이크뉴스 경북】이성현 기자=경상북도의회 농수산위원회가 농가 경영 안정과 농수산업 경쟁력 강화를 위한 조례안을 잇따라 의결했다.

경상북도의회 농수산위원회(위원장 신효광)는 제361회 임시회 기간인 3월 18일 회의를 열고 조례안 5건을 심의·의결했다고 밝혔다.

이번에 통과된 조례안 가운데 ‘경상북도 필수농자재 지원 조례안’이 주목을 받았다. 해당 조례안은 비료와 농약 등 필수 농자재 지원 근거를 마련해 농업경영체의 비용 부담을 완화하고 경영 안정을 도모하는 내용을 담고 있다.

특히 이 조례안은 2024년 3월 경북도민 1만7,813명이 주민발안 방식으로 청구한 것으로, 최근 ‘공급망 위험대응을 위한 필수농자재 지원에 관한 법률’ 제정에 맞춰 상위법과의 정합성을 보완한 뒤 이번 위원회에서 의결됐다.

이와 함께 노성환 의원(고령)의 ‘스마트 축산업 육성 및 지원 조례안’, 최병근 의원(김천)의 ‘염소산업 육성 지원 조례안’, 신효광 위원장(청송)의 ‘수산물 공동브랜드 육성 및 관리 조례안’, 최병준 부의장(경주)의 ‘어촌특화발전 지원 조례안’ 등 4건도 원안 통과됐다.

신효광 위원장은 “이번 조례안들은 농수산업의 구조적 경쟁력을 높이고 지역경제 활성화를 뒷받침할 기반이 될 것”이라며 “주민 참여로 제정된 필수농자재 지원 조례가 현장에서 실질적인 효과를 낼 수 있도록 적극적인 시행이 필요하다”고 말했다.

한편 농수산위원회는 앞으로도 농어업인의 경영 안정과 지역 산업 발전을 위한 정책 마련에 지속적으로 나설 방침이다.

Among the ordinance bills passed this time, the "Gyeongsangbuk-do Ordinance on Support for Essential Agricultural Materials" attracted particular attention. This ordinance bill establishes a basis for supporting essential agricultural materials, such as fertilizers and pesticides, with provisions designed to alleviate the cost burden on agricultural businesses and promote management stability.

In particular, this ordinance bill was requested in March 2024 by 17,813 residents of North Gyeongsang Province via a resident initiative. It was approved by the committee after being revised to ensure consistency with higher-level laws in line with the recent enactment of the "Act on Support for Essential Agricultural Materials for Supply Chain Risk Response."

Along with this, four other bills were passed in their original form: the "Ordinance on the Promotion and Support of Smart Livestock Industry" proposed by Assemblyman No Seong-hwan (Goryeong); the "Ordinance on the Promotion and Support of the Goat Industry" proposed by Assemblyman Choi Byeong-geun (Gimcheon); the "Ordinance on the Promotion and Management of Joint Fishery Brands" proposed by Chairman Shin Hyo-gwang (Cheongsong); and the "Ordinance on Support for Specialized Fishing Village Development" proposed by Vice Chairman Choi Byeong-jun (Gyeongju).

Chairman Shin Hyo-gwang stated, "These ordinance bills will serve as a foundation to enhance the structural competitiveness of the agricultural and fisheries industries and support the revitalization of the local economy." He added, "Active implementation is necessary to ensure that the ordinance on supporting essential agricultural materials, enacted through resident participation, produces tangible results in the field." Meanwhile, the Agriculture and Fisheries Committee plans to continue formulating policies to ensure the management stability of farmers and fishermen and the development of local industries.
