경상북도의회는 지난 3월 18일 행정보건복지위원회에서 '경상북도 다자녀 가구 지원에 관한 조례 일부개정조례안'을 심사·의결했다고 밝혔다.

이번 개정안은 저출생 문제가 심화되는 상황에서 4명 이상의 자녀를 양육하는 가구에 대한 정책적 지원 근거를 마련하고, 다자녀 가구 지원 정책을 보다 체계적으로 추진하기 위해 발의됐다.

주요 내용으로는 4명 이상의 자녀를 출산 또는 입양해 양육하는 가구를 ‘초 다자녀 가구’로 정의하고, 이들 가구의 양육 부담 완화와 삶의 질 향상을 위해 도지사가 필요한 지원을 할 수 있도록 규정했다.

또한 다자녀 가구 정책의 발굴과 효율적인 추진을 위해 ‘다자녀 가구 정책 자문단’을 구성·운영할 수 있는 근거도 포함됐다.

백순창 의원은 “저출생 문제가 심각한 사회적 과제로 떠오른 가운데 다자녀 가구의 경제적 부담은 더욱 클 수밖에 없다”며 “이번 조례 개정을 통해 초 다자녀 가구에 대한 제도적 지원 기반을 강화했다”고 밝혔다.

한편 해당 조례안은 오는 4월 1일 열리는 경상북도의회 제361회 임시회 제2차 본회의에서 최종 의결될 예정이다.

This amendment was proposed to establish a basis for policy support for households raising four or more children amidst the deepening issue of low birth rates, and to promote multi-child household support policies more systematically.

Key provisions define households raising four or more children through childbirth or adoption as "super-multi-child households," and stipulate that the Provincial Governor may provide necessary support to alleviate the burden of child-rearing and improve the quality of life for these households. In addition, the bill includes provisions for the formation and operation of a ‘Multi-Child Household Policy Advisory Group’ to identify and efficiently implement policies for multi-child families.

Assemblyman Baek Soon-chang stated, “With the low birth rate emerging as a serious social challenge, the economic burden on multi-child families is inevitably greater,” adding, “Through this amendment to the ordinance, we have strengthened the foundation for institutional support for ultra-multi-child families.”

Meanwhile, the bill is scheduled to be finally approved at the second plenary session of the 361st extraordinary session of the Gyeongsangbuk-do Provincial Council, to be held on April 1.
