【브레이크뉴스 경북】이성현 기자=경상북도의회 경북대구행정통합특별위원회는 2월 23일 오전 의회 다목적실에서 제4차 회의를 열고, 최근 국회 행정안전위원회를 통과한 행정통합 관련 대안 법률의 주요 내용을 점검하며 향후 대응 방향을 논의했다.

이번 회의는 지난 1월 27일 제3차 회의 및 의원총회에서 제기된 도의원들의 우려와 요구 사항에 대한 집행부의 후속 보고를 청취하고, 국회 입법 과정의 변화에 따른 대응 방안을 마련하기 위해 소집됐다.

집행부는 정부의 불수용 또는 수정 의견에도 불구하고 핵심 특례와 특별법 내용이 상당 부분 반영됐다고 보고했다. 당초 335개 조문이었던 법안은 56개 조문이 늘어나 총 391개 조문으로 확대되면서 행정통합을 위한 특별법 체계의 구조와 내용이 일정 수준 갖춰졌다는 설명이다.

다만, 범정부 차원에서 추진 중인 재정 분야 특례와 일부 지역 요구 사항이 충분히 반영되지 못한 부분에 대해서는 향후 입법 과정에서 추가 반영을 위해 지속적으로 노력하겠다고 밝혔다.

위원들은 도민이 요구한 핵심 특례 조항이 정부 반대로 삭제되거나 선언적 문구 수준으로 축소된 점을 지적하며, 향후 국회 심의 과정에서 반드시 보완돼야 한다고 강조했다.

특히 북부지역 균형발전을 저해하는 예비타당성 조사 면제 문제와 낙후지역 발전 대책, 분산에너지 특화지역 지정 특례 등 통합 이후 지역 발전을 견인할 핵심 과제의 입법화가 미흡하다는 점을 들어, 추가 입법 단계에서 적극 반영할 것을 촉구했다.

배진석 위원장은 “국회 대안 법률 통과는 행정통합 논의가 본격적인 입법 단계에 들어섰음을 의미하는 중요한 분기점”이라며 “이제부터가 시작인 만큼 법안 문구 하나, 시행령 조항 하나가 도민의 삶과 지역 균형발전에 직결된다는 책임감을 갖고 대응해야 한다”고 말했다.

이어 “지역별 유불리를 넘어 문제를 조율하는 역할이 필요하다”며 “특위는 입법 절차 전 과정을 면밀히 점검하고 적극적으로 대응해 도민의 입장을 일관되게 관철해 나가겠다”고 강조했다.

Chairman Bae Jin-seok stated, "The passage of the National Assembly alternative bill marks a critical turning point, signifying that discussions on administrative integration have entered the full-fledged legislative phase. As this is just the beginning, we must respond with a sense of responsibility, knowing that every word in the bill and every provision of the enforcement ordinance directly impacts the lives of residents and the balanced development of the region."

He continued, “We need to play a role in coordinating issues beyond regional pros and cons,” and emphasized, “The special committee will closely examine the entire legislative process and respond proactively to consistently enforce the position of the residents.”
