【브레이크뉴스 경북】이성현 기자=경상북도의회 김일수 의원(국민의힘·구미)은 2월 6일 열린 제360회 임시회 본회의 5분 자유발언을 통해, 국회에 상정된 이른바 대구경북 행정통합 법안인 '대구경북특별시 설치 및 한반도 신경제 중심축 조성을 위한 특별법'의 조속한 제정을 강력히 촉구했다.
김 의원은 “대구경북 행정통합은 단순한 행정구역 개편을 넘어, 지방소멸 위기에 대응해 대구와 경북이 대한민국의 미래 성장축으로 도약할 수 있느냐를 가르는 중대한 선택”이라고 강조했다.
이어 “충남·대전과 전남·광주는 시·도의회 만장일치와 지역 국회의원 전원 찬성으로 하나의 목소리를 냈지만, 대구경북은 아직 결집된 힘을 보여주지 못하고 있다”며 지역 정치권의 단합 필요성을 지적했다.
특히 최근 언론에서 ‘광주·전남과 대전·충남 통합 법안은 함께 처리하되 대구·경북은 쉽지 않을 것’이라는 취지의 보도가 나온 것과 관련해 “이는 국회 논의의 출발선부터 대구경북이 불리한 위치에 설 수 있다는 경고 신호”라며 우려를 나타냈다.
김 의원은 “대구경북은 2019년 전국에서 가장 먼저 행정통합을 의제화한 선도 지역”이라며 “이제는 논의에 머무르지 말고 실행으로 나아가야 할 시점”이라고 밝혔다.
아울러 도지사에게는 국회의원 설득과 지역 공감대 형성에 적극 나설 것을 주문하고, 정부에는 대구경북 행정통합 특별법을 다른 권역과 동등한 수준의 국정 과제로 반영할 것을 요구했다. 또한 여야 정치권을 향해 정파를 초월한 책임 있는 결단을 촉구했다.
김 의원은 마지막으로 “대구와 경북은 같은 뿌리를 가진 공동체”라며 “지역의 미래와 다음 세대를 위한 대구경북 행정통합 특별법이 반드시 제정돼야 한다”고 강조했다.

Gyeongbuk Provincial Council Member Kim Il-soo (People Power Party, Gumi) strongly urged the swift enactment of the "Special Act on the Establishment of Daegu-Gyeongbuk Special City and the Creation of a New Economic Axis for the Korean Peninsula," a bill for the integration of Daegu and Gyeongbuk submitted to the National Assembly, during a five-minute free speech at the plenary session of the 360th extraordinary session held on February 6th.
Council Member Kim emphasized, "The administrative integration of Daegu and Gyeongbuk goes beyond a simple administrative district reorganization. It is a crucial decision that will determine whether Daegu and Gyeongbuk can emerge as future growth axes of the Republic of Korea by addressing the crisis of local government extinction."
He continued, "South Chungcheong Province, Daejeon, South Jeolla Province, and Gwangju have spoken with one voice through unanimous consent from their city and provincial councils and unanimous support from local National Assembly members, but Daegu and Gyeongbuk have yet to demonstrate a unified force," and pointed to the need for regional political unity.
Regarding recent media reports suggesting that "the Gwangju-Jeonnam and Daejeon-Chungnam integration bills will be processed together, but Daegu and Gyeongbuk will face challenges," he expressed concern, saying, "This is a warning signal that Daegu and Gyeongbuk could be at a disadvantage from the very beginning of National Assembly discussions."
Representative Kim stated, "Daegu and Gyeongbuk were the first regions nationwide to put administrative integration on the agenda in 2019. Now is the time to move beyond mere discussion and toward action."
He also urged the governor to actively engage in persuading National Assembly members and building regional consensus, and urged the government to incorporate the Daegu-Gyeongbuk Administrative Integration Special Act into national agendas on par with other regions. He also urged both the ruling and opposition parties to make responsible decisions that transcend partisanship.
Concluding, Rep. Kim emphasized, "Daegu and Gyeongbuk are communities with shared roots," and added, "A special law on the administrative integration of Daegu and Gyeongbuk must be enacted for the future of the region and future generations."
