경상북도의회(의장 박성만)는 4월 2일부터 21일까지 20일간 경상북도와 경상북도교육청을 대상으로 결산검사를 실시한다고 밝혔다.

이번 결산검사에는 전문성과 객관성 확보를 위해 도의원 3명과 재무관리 경험자 3명, 공인회계사 2명, 세무사 2명 등 총 10명의 검사위원이 참여한다. 대표위원은 교육위원회 위원장이자 세무사 출신인 박채아 의원이 맡았다.

검사위원들은 첫날인 4월 2일 임종식 교육감을 비롯한 관계 공무원들과의 접견을 시작으로 본격적인 검사에 착수했다. 검사 대상은 경상북도와 도교육청의 세입·세출 결산을 비롯해 기금, 재무제표, 성과보고서 등으로, 전반적인 재정 운영 실태를 종합적으로 점검한다.

특히 이번 검사에서는 서류심사와 현지확인을 병행해 주요 사업 예산이 당초 목적에 맞게 집행됐는지, 실제 성과로 이어지고 있는지를 중점적으로 살필 계획이다. 이를 통해 향후 재정 운영의 방향성을 제시하고 차년도 예산 편성의 내실화를 도모한다는 방침이다.

결산검사 종료 후에는 10일 이내에 의견서를 작성해 도지사와 교육감에게 제출할 예정이다.

박채아 대표위원은 “국제 정세 불안과 유가 상승 등으로 재정 여건의 불확실성이 커지고 있다”며 “2025회계연도 예산 집행의 적정성을 면밀히 점검해 재정 운영의 건전성을 높이는 데 주력하겠다”고 밝혔다.

The Gyeongsangbuk-do Provincial Council has officially commenced its audit of the 2025 fiscal year settlements targeting the provincial government and the Provincial Office of Education.

The Gyeongsangbuk-do Provincial Council (Chairman Park Seong-man) announced that it will conduct the audit of the settlements of Gyeongsangbuk-do and the Gyeongsangbuk-do Office of Education for 20 days, from April 2 to April 21.

To ensure expertise and objectivity, a total of 10 audit committee members are participating in this audit, including three provincial council members, three individuals with financial management experience, two certified public accountants, and two tax accountants. Council member Park Chae-ah, a former tax accountant and Chairperson of the Education Committee, has been appointed as the representative member.

The audit committee members commenced the full-scale inspection on the first day, April 2, starting with a meeting with relevant officials, including Superintendent Lim Jong-sik. The inspection covers the revenue and expenditure settlements of Gyeongsangbuk-do and the Provincial Office of Education, as well as funds, financial statements, and performance reports, comprehensively examining the overall state of financial management.

In particular, this inspection plans to combine document review with on-site verification to focus on whether the budgets for major projects have been executed in accordance with their original purposes and are leading to actual results. Through this, the aim is to present a direction for future financial management and ensure the substance of next year's budget formulation.

Following the conclusion of the settlement inspection, a written opinion will be drafted and submitted to the Governor and the Superintendent of Education within 10 days.

Representative Committee Member Park Chae-ah stated, "Uncertainty in financial conditions is increasing due to instability in international affairs and rising oil prices," adding, "We will focus on enhancing the soundness of financial management by closely examining the appropriateness of budget execution for the 2025 fiscal year."
