올해로 17회째를 맞은 ‘매니페스토 약속대상’은 한국매니페스토실천본부가 2008년부터 지방의회의 공약 이행 우수사례를 발굴·시상해 온 권위 있는 상으로, 지역 발전 기여도와 주민 삶의 질 향상 효과 등을 기준으로 전국 광역·기초의원을 대상으로 선정한다.

최 의원이 지난해 6월 대표 발의해 제정한 해당 조례는 초·중학교 교육과정에서 농어업 관련 교육 비중이 지속적으로 감소하고, 농촌의 65세 이상 고령 인구 비율이 55.8%에 달하는 현실을 반영해 도농 간 교육 교류를 제도적으로 지원하도록 한 것이 핵심이다. 이를 통해 농어업 분야에 대한 미래세대의 이해를 높이고, 장기적으로는 인재 유입과 산업 지속성을 뒷받침할 수 있는 구조를 마련했다는 점에서 높은 평가를 받았다.

해당 조례는 광역지방자치단체 차원에서 도농 간 교육교류 협력을 지원하는 전국 최초의 입법 사례로, 경상북도교육청의 ‘경북형 도농 상생학교’, ‘경북 도·농 이음교실’, ‘작은학교 자유학구제’ 등 다양한 정책 사업이 교육 현장에서 실제로 작동할 수 있는 근거를 제공하고 있다.

The 'Manifesto Promise Award,' now in its 17th year, is a prestigious award presented by the Korea Manifesto Implementation Headquarters since 2008 to recognize and recognize outstanding examples of local councils fulfilling their pledges. Rep. Choi Byeong-jun said in his acceptance speech, “This ordinance is the first legislative case in the country to systematically support educational exchange between urban and rural areas, and it is greatly contributing to the active implementation of urban-rural coexistence education in schools.” He added, “We will continue to do our best to reflect the voices of the residents in the field in our policies for the development of Gyeongbuk and the happy lives of its residents.”
