경상북도의회 행정보건복지위원회는 제361회 임시회 기간 중인 3월 18일 상임위원회를 열고 소관 부서 조례안 6건을 심의·의결했다고 밝혔다.

이날 회의에서는 장애아동 지원과 노후 시설 정비, 다자녀 가구 지원 등 다양한 민생 현안을 반영한 조례안이 원안 가결됐다.

배진석 의원(경주)이 대표발의한 ‘경상북도 장애아동 복지지원 조례안’은 관련 법 개정에 따라 장애아동지원센터 설치·운영 근거를 마련하고, 체계적인 복지 지원을 위한 제도적 기반을 구축하는 내용을 담았다.

한창화 의원(포항)이 발의한 ‘노후 새마을창고 철거 지원 조례안’은 장기간 방치된 창고의 붕괴 위험과 유해물질 문제를 해소하기 위해 실태조사와 철거 지원 근거를 마련했다.

또 백순창 의원(구미)의 ‘다자녀 가구 지원 조례 일부개정안’은 4명 이상 자녀를 둔 ‘초 다자녀 가구’ 개념을 도입해 양육 부담 완화 지원 근거를 강화했다.

임기진 의원(비례)이 발의한 ‘노인일자리 창출 지원 조례 일부개정안’은 관련 법령 변경에 맞춰 조문을 정비하고, 노인 일자리의 질적 향상과 사회참여 확대를 목표로 한다.

박순범 의원(칠곡)의 ‘자원봉사활동 지원 조례 일부개정안’은 누적 5,000시간 이상 활동한 우수 자원봉사자에 대한 인증패 수여 근거를 신설했다.

박선하 의원(비례)의 ‘장애인 고용촉진 및 직업재활 지원 조례 일부개정안’은 공공 중심의 장애인 고용 정책을 민간 영역까지 확대할 수 있는 기반을 강화하는 내용을 담았다.

김일수 행정보건복지위원회 부위원장은 “이번 조례안들은 복지 사각지대 해소와 도민 생활 안정에 실질적인 도움이 될 것”이라며 “앞으로도 도민이 체감할 수 있는 입법 성과를 지속적으로 만들어 나가겠다”고 말했다.

The ‘Ordinance on Support for Demolition of Aging Saemaul Warehouses,’ proposed by Council Member Han Chang-hwa (Pohang), establishes grounds for fact-finding surveys and demolition support to address the collapse risks and hazardous substance issues associated with warehouses left abandoned for a long period.

Additionally, the ‘Partial Amendment to the Ordinance on Support for Multi-Child Families,’ proposed by Council Member Baek Soon-chang (Gumi), strengthens the basis for supporting the alleviation of child-rearing burdens by introducing the concept of ‘super-multi-child families’ with four or more children.

The ‘Partial Amendment to the Ordinance on Support for Job Creation for the Elderly,’ proposed by Council Member Lim Ki-jin (Proportional Representation), revises provisions to align with changes in relevant laws and aims to improve the quality of jobs for the elderly and expand their social participation.

The ‘Partial Amendment to the Ordinance on Support for Volunteer Activities,’ proposed by Council Member Park Soon-bum (Chilgok), establishes grounds for awarding certificates to outstanding volunteers who have accumulated over 5,000 hours of service. Representative Park Seon-ha (Proportional Representation)’s ‘Partial Amendment to the Ordinance on the Promotion of Employment and Vocational Rehabilitation Support for Persons with Disabilities’ contains provisions to strengthen the foundation for expanding public-centered employment policies for persons with disabilities to the private sector.

Kim Il-soo, Vice Chairman of the Administrative, Health and Welfare Committee, stated, “These ordinance bills will provide substantial assistance in resolving welfare blind spots and stabilizing the lives of provincial residents,” adding, “We will continue to produce legislative achievements that residents can tangibly experience.”
