【브레이크뉴스 경북】이성현 기자=경상북도의회 행정보건복지위원회(위원장 권광택)는 11월 17일 경북여성정책개발원, 인재개발원, 저출생극복본부, 감사관실을 대상으로 2025년도 행정사무감사를 끝으로 감사 일정을 마무리했다.

이날 위원들은 여성 일자리·돌봄 인력 처우·저출생 정책 실효성·교육체계 운영·공공기관 회계 투명성 등 핵심 현안 전반에 대해 날카로운 지적을 이어갔다.

■ 경북여성정책개발원—“여성 일자리 성과 부족…역동성·정체성 재정립 필요”

감사에서 의원들은 여성정책개발원의 낮은 사업 성과와 기관 정체성 부재를 집중 지적했다.

박영서 의원(문경)은 원장 취임 당시 약속했던 여성 일자리 창출 성과가 미흡하다며 “특히 북부권 40~50대 여성 일자리 문제는 심각한데 체감되는 변화가 없다”고 꼬집었다. 또한 사회적기업 설립 과정에서 여성들의 정보 부족 문제가 반복된다며 실질적 지원을 요구했다.

백순창 의원(구미)은 “40여 개 사회적기업을 지원하고 있으나 활성화된 곳이 거의 없다”며 기관의 기획력·의지 부족을 지적하고 양성평등 시대에 맞춘 정체성 재정립을 주문했다.

배진석 의원(경주)은 위·수탁 사업이 지나치게 많아 유사 돌봄 지원사업의 통합 관리가 필요하다고 지적했다. 아울러 경력에 관계없이 최저임금 수준에 머무는 육아종합지원센터 인력 처우 개선을 촉구했다.

김일수 부위원장(구미)은 여성·가족·아동·저출생 등 과도하게 넓은 업무 범위를 지적하며 “경북만의 저출생 정책 연구 기능을 강화해야 한다”고 강조했다. 또한 이직률이 높은 조직 운영 전반을 점검할 필요성을 제기했다.

■ 인재개발원—“버스 운영 비효율·대면교육 가치 강화해야”

인재개발원 감사에서는 운영 효율성과 교육 방식 개편이 핵심 논점으로 떠올랐다.

백순창 의원(구미)은 폐차 후에도 별도 임차 버스를 이용하는 비효율을 “명백한 예산 낭비”라고 비판했다. 특히 도청신도시 이전 후 도청 내 버스를 배차받을 수 있음에도 신청조차 없었다고 지적했다.

도기욱 의원(예천)은 집합교육 의무시간 폐지로 교육이 자율화된 만큼 “대면교육의 장점인 현장 경험과 네트워크 형성을 살린 새로운 과정 설계가 필요하다”고 강조했다.

임기진 의원(비례)은 민원응대 교육이 악성 민원 대응에 치우쳐 있다며, 기본적인 친절·소통 교육 강화와 출연기관의 성의 없는 민원 처리 개선을 요구했다.

황재철 의원(영덕)은 신규 임용자 교육 성적을 도 전입시험에 반영하는 인센티브 도입을 제안해 교육 몰입도 향상을 기대했다.

■ 저출생극복본부—“예산 1조 투입에도 성과 미미…지원체계 통합 절실”

저출생 문제를 둘러싼 실효성 부족이 여러 의원에게서 공통적인 지적 사항으로 제기됐다.

박영서 의원은 ‘온국민 1만원 기부운동’의 모금액·집행내역조차 보고되지 않는다며 강하게 질타했다. 조례 없는 사업 추진, 보여주기식 업무협약 등도 문제로 꼽았다.

백순창 의원(구미)은 공공산후조리원 적자와 시군 재정 부담 문제를 언급하며 “1조 원 넘는 예산 투입에도 상황이 전혀 나아지지 않는다”고 비판했다. 특히 경북의 다자녀 정책이 타 지자체 대비 미흡하다며 개선을 요구했다.

윤승오 의원(영천)은 출산 선택 환경 조성이 중요하다고 강조하며 청소년기부터 부모교육을 강화해야 한다고 제안했다.

황재철 의원(영덕)은 영양군·인천의 인구 증가 사례를 거론하며 “의지가 있고 재정 정책이 받쳐준다면 변화는 가능하다”고 강조했다. 흩어진 지원제도를 통합하는 시스템 구축도 주문했다.

배진석 의원(경주)은 유보통합·교육특구 등 교육청 연계 사업에서 도청의 소극적 태도를 지적하며 협력 체계 구축과 예산 점검 강화를 요구했다.

도기욱 의원(예천)은 사업별 예산과 집행 주체의 명확화, 데이터 기반 성과평가 필요성을 제기했다. 학교 밖 청소년 지원사업의 비합리적 구조도 문제로 지적했다.

위원장 권광택 의원(안동)은 돌봄교사 인력난과 처우 문제 해결을 최우선 과제로 강조하며 “국가-광역-기초가 역할을 명확히 나눠 실질적 성과를 내야 한다”고 말했다.

■ 감사관—“의약품 계약·성비위·직장 내 괴롭힘…투명성 강화 필요”

감사관실 감사에서는 공공기관 회계·입찰·직장 내 조직문화 문제가 집중 조명됐다.

임기진 의원(비례)은 도내 3개 의료원의 의약품 계약 문제를 “단순 행정착오가 아닌 구조적 문제”라고 규정하며 특정감사를 요구했다.

윤승오 의원(영천)은 지난 8월 발생한 공무원 성비위 사건을 언급하며 “개인 일탈로만 볼 수 없다”며 법정의무교육 강화와 조직적 재발방지대책을 주문했다.

배진석 의원(경주)은 직장 내 괴롭힘 신고가 올해 ‘0건’이라는 점을 지적하며 “신고 체계가 사실상 작동하지 않는 것”이라며 하위직·신규 직원 보호 장치 강화 필요성을 제기했다.

권광택 위원장은 “청렴한 조직문화 확립을 위해 감사관이 더욱 선제적으로 나서야 한다”며 철저한 예방체계 구축을 당부했다.

■ Audit and Inspection Office—"Pharmaceutical contracts, sexual misconduct, workplace bullying...Strengthening transparency is needed."

The audit by the Office of the Audit and Inspection highlighted issues related to public institution accounting, bidding, and organizational culture.

Representative Lim Ki-jin (proportional representation) called the pharmaceutical contract issues at three medical centers in the province "not a simple administrative error, but a structural problem" and requested a special audit.

Rep. Yoon Seung-oh (Yeongcheon), referring to the civil servant sexual misconduct incident that occurred last August, said, "This cannot be viewed solely as an individual's misconduct," and called for strengthening mandatory legal education and systematic measures to prevent recurrence.
