김진엽 위원(포항)은 유기동물 보호예산 증가와 함께 책임 있는 반려문화 확산, 입양·등록 활성화 등 체계적 관리 필요성을 강조했다. 또한 출자·출연기관 위탁사업 예산 1조 원의 성과 불투명 문제를 지적하며 전수조사와 수수료 징수 기준 준수를 요구했다.

박선하 위원(비례)은 ‘경로당 행복밥상’ 사업을 노인 복지 핵심 정책으로 보고 확대 및 시설 격차 해소, 장애인 맞춤형 일자리·훈련 확대, 무장애 관광 조성, 사회복지사 처우 개선을 주문했다.

배진석 위원(경주)은 APEC 경주 정상회의 성과를 미래 산업, 기업 유치, 일자리 창출로 연결할 구체적 포스트 APEC 전략 마련과 공정한 평가 기반 예산 편성을 강조했다.

연규식 위원(포항)은 수출 위기 대응, K-글로벌 리더 기업 육성 사업 기준 명확화, 전문 컨설팅·성과 관리, 도청 인력 지역 편중 문제 개선, 사회복지종사자 처우 강화 등을 촉구했다.

윤종호 위원(구미)은 SOC 확대, 공기업 구조혁신, 청년 미래사업 확대, 경북연구원 인력·연구 기반 강화 필요성을 강조했다.

이춘우 위원(영천)은 소상공인 출산장려 사업 지원조건 완화 및 실효성 있는 운영, 시군 매칭사업·평가·포상체계 재정비를 주문했다.

정근수 위원(구미)은 포스트 APEC 관련 관광 예산 동결·감액을 비판하며 추경 등을 통한 확대와 도내 전역으로의 효과 확산을 강조했다.

정영길 위원(성주)은 소규모 관광단지 제도 활성화, MZ세대 맞춤 콘텐츠 개발, 정보화마을 사업 통합 재검토 등을 제안했다.

허복 위원(구미)은 청소년 마약 예방·치료 예산 확대, 보건진료소 지원 확대, 지방채 유연·공정 운영 필요성을 강조했다.

황두영 위원(구미)은 조부모 손자녀 돌봄사업 모델 정착, 산불 피해 복구·취약지역 우선 지원, 의대 설립 신중 검토 및 의료원 기능 강화 방안을 제시했다.

김대일 위원장(안동)은 산불 이후 문화재 보호, 축제·공연 예산 구조조정, 경로당 행복밥상·의료 정책 추진 시 재정 부담·주민 의견 고려, 도민·의회 의견 반영을 강조했다.

예결특위는 이날 기획조정실 등 5개 실국 예산안 심사를 시작으로 12월 5일까지 도 소관 전체 예산안 심사를 마무리할 예정이다.

Council Member Lee Chun-woo (Yeongcheon) called for easing support requirements for the small business childbirth incentive program, ensuring effective operation, and reorganizing the city/county matching program, evaluation, and reward system.

Council Member Jeong Geun-soo (Gumi) criticized the freeze and reduction of the post-APEC tourism budget, emphasizing the need for expansion through supplementary budgets and the dissemination of its effects throughout the province.

Council Member Jeong Yeong-gil (Seongju) proposed revitalizing the small-scale tourism complex system, developing content tailored to the MZ generation, and comprehensively reviewing the Information Village project.

The Special Committee on Budget and Accounts plans to begin reviewing the budgets of five departments, including the Planning and Coordination Office, on this day and complete the review of the entire provincial budget by December 5.
