【브레이크뉴스 경북】이성현 기자=경상북도의회 문화환경위원회(위원장 이동업)는 12월 10일과 11일 열린 제359회 제2차 정례회 제4·5차 회의에서 소관 부서의 2025년도 제4회 추가경정 예산안과 6건의 조례안을 심사하고, 2025년도 행정사무감사 결과보고서를 채택했다고 12일 밝혔다.

정경민 부위원장은 임산물 상품화 지원사업과 관련해 “소득·매출 규모와 무관하게 동일 비율로 포장재가 지원되고 있다”며 개선된 지원 기준 마련을 주문했다. 또한 Post-APEC 관련 예산 활용의 적정성에 의문을 제기하며 “경주의 관광자원과 연계한 레거시 사업을 준비하고 지역의 요구를 반영한 미래 기반을 구축해야 한다”고 강조했다.

김용현 위원(구미)은 첨단전자산업 자원순환 녹색융합 클러스터 조성사업이 구미시의 시비 미확보로 전액 삭감된 점을 지적하면서 “국가 전략사업인 만큼 보조비율 협의를 통해 차질 없이 추진해야 한다”고 강조했다. 또한 정책숲가꾸기 사업 예산 감액에 대해 “도민 안전과 직결되는 만큼 실집행률 제고를 위한 적극적 관리가 필요하다”고 말했다.

박규탁 위원(비례)은 APEC 기념관 조성 등 Post-APEC 핵심 사업이 예산조차 확보되지 않은 점을 지적하며 적극적인 예산 확보와 홍보를 요구했다. 전기자동차 보급 사업과 관련해서는 화물차·이륜차 보조금 집행률 저조에 따른 예산 감액을 언급하며 승용차·버스 등 수요가 높은 차종 중심의 지원 확대를 제안했다.

연규식 위원(포항)은 유등문화제지원, 나라사랑문화제, 심산추모전국경전암송대회 등의 예산이 전액 삭감된 점을 언급하며 “정리추경 시기와 사업 추진이 어긋나 비효율이 반복되고 있다”며 사업 시기와 예산편성 간의 유기적 연계를 강조했다. 또한 전기자동차 보급 예산은 시장 여건을 면밀히 고려해 탄력적으로 편성할 필요가 있다고 지적했다.

윤철남 위원(영양)은 석면피해구제급여가 매년 추경에서 증액되는 구조를 지적하며 “석면 오염원은 사전에 철거·관리해 피해 발생을 줄여야 한다”고 강조했다. 아울러 산불예방 홍보비가 특정 12개 시군에만 편성된 점을 비판하며 도내 전역을 대상으로 한 균형 있는 홍보가 필요하다고 말했다.

이철식 위원(경산)은 전통공예청년승계자 특별지원사업과 관련해 “현장의 진입장벽이 높아 청년 정착 효과가 낮다”며 경력 있는 인력을 지원하는 방향으로의 제도 개선을 제안했다.

이동업 위원장(포항)은 “제4회 추경 심사는 한정된 재원의 책임 있는 배분 방향을 점검하는 과정”이라며 “모든 사업이 도민 삶의 질 향상과 미래 경쟁력 강화에 실질적 도움이 되도록 재정 운영 효율성을 높여야 한다”고 말했다.

문화환경위원회는 이틀간의 심사를 통해 소관 5개 부서 예산 중 총 2천만 원을 감액했다. 감액 규모는 모두 문화관광체육국 예산에서 발생했다.
