중부권 동서횡단철도는 경북 문경·예천·영주·봉화·울진, 충북 청주·증평·괴산, 충남 서산·당진·예산·아산·천안 등 국토 동서를 잇는 총 연장 330km 규모의 초광역 철도망 구축 사업이다.

협력체는 이날 제출한 건의문을 통해 중부권 동서횡단철도가 제21대 대통령 국정운영 5개년 계획에 반영된 지역 공약 사업으로, 서산에서 울진까지 국토 동서를 2시간대로 연결해 물류·관광 경제벨트를 구축하는 국가 균형발전의 핵심 모델임을 강조했다.

주요 건의 내용으로는 ▲서산~울진 간 2시간대 이동 실현을 통한 물류·관광 경제벨트 조성 ▲청주국제공항과 연계한 대량 수송 체계 확보 ▲약 6만 명의 고용 유발 효과를 통한 인구 소멸 위기 극복과 국가 균형발전 실현 등이 포함됐다.

중부권 동서횡단철도 사업은 2016년 12개 시·군이 참여한 협력체 구성 이후, 2022년 증평군이 합류하면서 현재 13개 시·군이 공동의 염원을 담아 지속적으로 추진해 왔다. 협력체는 2016년 5월 62만 명, 2021년 5월 17만 명의 주민 서명부를 각각 제출하며 사업 필요성에 대한 지역사회의 강력한 공감대를 정부에 전달해 왔다.

이 같은 노력의 결과, 2019년 1월 제3차 국가철도망 구축계획에는 석문산단~합덕 구간이 신규 사업으로, 대산항~석문산단 구간 등 일부 노선이 추가검토사업으로 반영됐다. 이어 2021년 6월 제4차 국가철도망 구축계획에서는 전 구간이 추가검토사업으로 반영되는 성과를 거뒀다.

아울러 해당 사업은 2017년 7월 제19대 대통령 지역공약, 2022년 4월 제20대 대통령 시·도 공약, 2025년 8월 제21대 이재명 대통령 국정운영 5개년 계획에 차례로 반영되며 국가 정책과제로서의 위상을 지속적으로 확보해 왔다.

이날 13개 시·군 협력체는 사업의 정책적 당위성과 함께 경북·충북·충남 650만 중부권 시·도민의 강력한 요구와 기대를 전달했으며, 제5차 국가철도망 구축계획이 최종 확정될 때까지 지자체 간 공조를 강화하고 정치권과 중앙정부를 대상으로 한 전방위 유치 활동을 이어갈 방침이다.

박현국 봉화군수는 “중부권 동서횡단철도는 반드시 국가 철도망에 반영돼야 할 사업으로, 교통 소외지역 해소는 물론 백두대간권 관광 활성화와 지역경제 성장의 결정적 전환점이 될 것”이라며 “앞으로도 13개 시·군과 긴밀히 협력해 사업이 차질 없이 추진될 수 있도록 최선을 다하겠다”고 말했다.

In the proposal submitted that day, the cooperative group emphasized that the Central East-West Trans-Siberian Railway project, a regional campaign promise reflected in the 21st President's Five-Year National Administration Plan, is a key model for balanced national development, connecting the east-west region of the country from Seosan to Uljin within two hours, creating a logistics and tourism economic belt.

Key proposals included: ▲ establishing a logistics and tourism economic belt by realizing a two-hour travel time between Seosan and Uljin; ▲ securing a mass transportation system linked to Cheongju International Airport; and ▲ overcoming the population decline crisis and achieving balanced national development by creating approximately 60,000 jobs.

Since the cooperative group was formed in 2016 with 12 cities and counties, the Central East-West Trans-Siberian Railway project has been continuously pursued by 13 cities and counties, sharing the same aspirations. With the addition of Jeungpyeong County in 2022, the project has been pursued with a common goal. The cooperative body submitted petitions signed by 620,000 residents in May 2016 and 170,000 in May 2021, conveying strong community consensus on the need for the project to the government.

As a result of these efforts, the Seokmun Industrial Complex-Hapdeok section was included as a new project in the 3rd National Railway Network Construction Plan in January 2019, and some lines, including the Daesan Port-Seokmun Industrial Complex section, were included as projects for additional review. Subsequently, the entire section was included for additional review in the 4th National Railway Network Construction Plan in June 2021.

Furthermore, the project was successively included in the 19th President's regional pledges in July 2017, the 20th President's city and provincial pledges in April 2022, and the 21st President Lee Jae-myung's Five-Year National Governance Plan in August 2025, steadily solidifying its status as a national policy task.

On this day, the 13 city and county cooperatives conveyed the policy justification for the project and the strong demands and expectations of the 6.5 million residents of the central region, including Gyeongbuk, Chungbuk, and Chungnam. They plan to strengthen cooperation among local governments and continue comprehensive promotional efforts targeting politicians and the central government until the 5th National Railway Network Construction Plan is finalized.

Bonghwa County Mayor Park Hyeon-guk stated, "The Central East-West Trans-Siberian Railway is a project that must be incorporated into the national railway network. It will not only address transportation disadvantages in underserved areas but also serve as a crucial turning point for tourism in the Baekdudaegan region and regional economic growth. We will continue to work closely with the 13 cities and counties to ensure the smooth progress of the project."
