【브레이크뉴스 포항】박영재 기자=포항시의회 의원연구단체 ‘바람길’(대표 의원 김영헌)은 지난 6일 오후 시의회 3층 회의실에서 '포항시 신재생에너지 정책과 해상풍력 모델 구축 연구용역' 최종보고회를 개최했다.

이날 보고회에는 연구단체 소속 의원을 비롯해 포항시 관계 공무원, 용역 수행기관 관계자 등이 참석한 가운데, 기후 위기 대응을 위한 포항시의 선도적인 해상풍력 모델 구축과 에너지 전환 과정에서 발생할 수 있는 어업인과의 갈등 해소 방안을 중심으로 6개월간 진행된 연구용역의 성과를 공유하고 최종 점검하는 시간을 가졌다.

보고회에서는 ▲국내외 해상풍력 정책 동향 분석 ▲포항시 해역(남구·북구)별 어업 특성 및 예상 피해 분석 ▲어업인 인터뷰와 전문가 의견 수렴 결과 ▲해상풍력과 수산업의 공존 모델 및 주민 이익 공유 방안 등이 주요 연구 결과로 제시됐다.

특히 연구팀은 포항 남구(구룡포·장기)와 북구(송라·청하·흥해) 지역의 지형적 특성과 주력 어종 차이를 고려한 맞춤형 접근의 필요성을 강조했다. 북구 지역은 정치망 및 복합양식업 피해를 최소화할 수 있는 입지 검토가 필요하며, 남구 지역은 높은 어업 밀도로 인한 조업 경로 단절과 소음 피해에 대한 대응 방안 마련이 시급하다는 분석이다.

아울러 정부의 ‘해상풍력 인프라 확충 및 보급 계획’에 발맞춰 영일만항을 해상풍력 지원 항만으로 활용하는 방안과, 지역 주민이 사업에 참여해 수익을 공유하는 ‘바람소득(에너지 연금)’ 표준 모델 도입에 대한 정책 제언도 제시됐다.

김영헌 대표 의원은 “이번 연구는 단순한 신재생에너지 보급을 넘어, 포항의 근간 산업인 수산업과 해상풍력이 어떻게 조화롭게 공존할 수 있을지에 대한 깊은 고민의 결과”라며 “보고회에서 제시된 다양한 정책 제언이 시정에 적극 반영돼 포항시가 탄소중립 실현과 지역 경제 활성화라는 두 가지 목표를 동시에 달성할 수 있도록 의회 차원에서도 최선을 다하겠다”고 말했다.

In particular, the research team emphasized the need for a customized approach that takes into account the topographical characteristics and differences in primary fish species between Pohang's Nam-gu (Guryongpo and Janggi) and Buk-gu (Songra, Cheongha, and Heunghae) regions. The Buk-gu region requires site review to minimize damage from set nets and complex aquaculture, while the Nam-gu region urgently needs measures to address disruptions to fishing routes and noise pollution caused by high fishing density.

Furthermore, policy recommendations were presented, including utilizing Yeongilman Port as a support port for offshore wind power in line with the government's "Offshore Wind Power Infrastructure Expansion and Distribution Plan," and the introduction of a standard "Wind Income (Energy Pension)" model, where local residents participate in projects and share in the profits.

Representative Kim Young-heon said, “This study goes beyond simply expanding renewable energy, and is the result of deep consideration on how Pohang’s core industries, the fishing industry and offshore wind power, can coexist harmoniously.” He added, “We will do our best at the council level to ensure that the various policy recommendations presented at the report are actively reflected in city administration so that Pohang can achieve its two goals of achieving carbon neutrality and revitalizing the local economy simultaneously.”
