본회의에 앞서 진행된 5분 자유발언에서는 지역 현안과 관련한 다양한 문제 제기와 개선 요구가 이어졌다.

먼저 최광열 의원은 한국전쟁 전후 민간인 희생자 위령사업의 형평성 부족을 지적하며 “보도연맹사건 희생자 위령탑 건립 및 예산 마련 등 포항시의 적극적인 추진 의지가 필요하다”고 강조했다.

이어 조민성 의원은 소나무재선충병의 확산을 심각한 재난 수준으로 규정하고 “예방 중심의 예산 체계 전환, 도시계획 내 생태복원사업 반영 등 과학적·지속 가능한 산림관리체계 구축”을 촉구했다.

김상백 의원은 이상 기후 등으로 벼 재배면적의 80% 이상이 깨씨무늬병 피해를 입었음에도 복잡한 보상 절차와 중복 지원 제한 규정으로 농가 구제가 어려운 현실을 지적하며 “중복 지원 제한 규정 폐지와 보상 절차 간소화 등 제도 개선이 시급하다”고 주장했다.

또한 김은주 의원은 포스코에서 최근 잇따른 사고로 지역 협력업체와 노동자들의 피해가 커지고 있다며 “포스코의 재발 방지 종합대책과 중단 사업장의 합리적 대안 마련, 정부 차원의 지원, 포항시의 산업‧고용위기 선제대응지역 지정 실행계획 마련”을 요청했다.

이날 본회의에서는 ▲포항시 공공자금 운용 및 관리 조례안(김하영 의원 대표발의) ▲포항시 국가유산지킴이 활동 등에 관한 조례안(최광열 의원 대표발의) ▲포항시 6‧25참전 학도병의 날 조례안(전주형 의원 발의) 등 의원발의 조례안 6건을 포함해 시장 제출 조례안 16건, 동의‧출연안 35건 등 총 60건의 안건이 처리됐다.

특히 시의회는 '군소음 피해지역 차별철폐 및 공정보상 촉구 결의안'을 채택하고 현행 군소음보상법이 불합리한 보상 기준으로 지역 간 불평등과 주민 갈등을 초래하고 있다고 지적했다. 

시의회는 군용비행장 소음대책지역 기준을 현실화하고 도시 규모와 관계없이 일관된 피해보상 체계 확립을 요구했으며, 2025년 1월 시행될 개정 군소음보상법과 관련해 2020년부터 소급 보상이 이뤄지도록 제도 개선을 촉구했다.

한편 제327회 제2차 정례회는 오는 12월 1일부터 23일까지 열리며, 2026년도 예산안 심사, 시정질문, 조례안 심사 등이 진행될 예정이다.

The Pohang City Council (Chairman Kim Il-man) held the second plenary session of its 326th Extraordinary Session on the morning of the 24th, passing a total of 60 agenda items, including the "Pohang City Public Fund Operation and Management Ordinance," concluding eight days of legislative activities.

Representative Kim Sang-baek pointed out that despite over 80% of rice cultivation area being affected by sesame leaf spot disease due to abnormal weather conditions, complicated compensation procedures and regulations restricting overlapping support make it difficult to provide relief to farmers. He argued, "Institutional improvements, such as the abolition of overlapping support restrictions and the simplification of compensation procedures, are urgently needed."

Representative Kim Eun-joo also noted that the recent string of accidents at POSCO has caused increasing damage to local partner companies and workers. She requested, "POSCO implements comprehensive measures to prevent recurrence, develops reasonable alternatives for suspended operations, provides government support, and Pohang City develops an action plan to designate a preemptive industrial and employment crisis zone."

The plenary session passed a total of 60 bills, including six proposed by council members, including the Pohang City Public Fund Management Ordinance (sponsored by Councilmember Kim Ha-young), the Pohang City National Heritage Protection Activities Ordinance (sponsored by Councilmember Choi Gwang-yeol), and the Pohang City June 25th Student Soldiers Day Ordinance (sponsored by Councilmember Jeon Ju-hyeong), as well as 16 proposed by the mayor and 35 motions for consent or contribution.

Notably, the city council adopted a "Resolution Urging the Elimination of Discrimination and Fair Compensation for Areas Affected by Military Noise," pointing out that the current Military Noise Compensation Act, with its unreasonable compensation standards, is causing regional inequality and conflict among residents.

The city council called for realistic standards for military airfield noise countermeasure areas and the establishment of a consistent compensation system regardless of city size. They also urged institutional reform to allow retroactive compensation starting in 2020, in accordance with the revised Military Noise Compensation Act, which will take effect in January 2025.

Meanwhile, the 2nd regular session of the 327th city council will be held from December 1st to 23rd, and will review the 2026 budget, conduct city policy inquiries, and review proposed ordinances.
