이날 본회의에 앞서 의원들의 5분 자유발언을 통해 지역 주요 현안에 대한 정책 제언이 이어졌다. 전주형 의원은 낙동강 방어선 강화와 임시수도 부산 함락 저지에 기여하고 인천상륙작전의 기반이 된 포항상륙작전의 역사적 가치가 충분히 조명받지 못하고 있다며, 포항상륙작전 기념행사의 정례화를 통해 민·관·군이 함께하는 지역 대표 축제로 발전시킬 것을 제안했다.

배상신 의원은 총연장 38.5km에 달하는 영일만대로가 상습적인 교통 정체를 겪고 있음에도 도로전광표지판이 1개만 운영되고 있어 신속한 교통 정보 제공에 한계가 있다고 지적했다. 이에 영일만대교 구간 도로전광표지판 운영 개선과 포항시 교통정보 애플리케이션 개발·보급, 도로점용 시 체계적인 교통소통대책 수립을 주문했다.

김영헌 의원은 호미곶면 구만리·대보리 일대 공군 8530부대가 2023년 2월 철수한 이후 2년 10개월이 지났음에도 군사보호구역 해제가 이뤄지지 않아 주민들이 사유재산권을 행사하지 못하고 있다며, 포항시가 국방부와 공군을 상대로 적극적인 협상 전략을 추진하고 전담 TF팀 구성 등 일원화된 협의 창구를 마련할 것을 요구했다.

김상민 의원은 363억 원의 예산 절감 효과를 거둔 하수재이용수 민간투자사업 제2차 변경 실시협약이 2017년 시의회의 문제 제기와 행정사무조사 특별위원회 활동 등 의회의 견제·감시 기능이 성과로 이어진 사례라고 평가했다. 이어 소규모 하수처리시설에 대한 검증과 포항 하수처리장 생물반응조 증설 민간투자사업의 총사업비 재검증 등 민간투자시설 전반에 대한 운영 관리 고도화를 촉구했다.

이어진 본회의에서는 안병국 의원이 대표발의한 ‘포항시의회 의원 교육연수에 관한 조례안’, 김형철 의원이 대표발의한 ‘포항시 중대재해 예방 및 관리에 관한 조례안’, 배상신 의원이 발의한 ‘포항시 도로점용공사장 교통소통대책에 관한 조례안’ 등 총 7건의 안건이 의결됐다.

김일만 의장은 폐회 인사를 통해 “지속 가능한 미래도시의 초석을 다진 2025년의 성과를 바탕으로 2026년에는 철강산단의 디지털 전환을 가속화하고 지역 경제의 버팀목을 더욱 단단히 하며, 산업도시를 넘어 해양 거점도시로 도약할 것이라 믿는다”고 밝혔다. 이어 “한 해 동안 보내주신 시민 여러분의 성원에 감사드리며, 2026년 병오년 새해에도 시의회는 오직 시민의 행복과 포항의 번영을 위해 쉼 없이 달리겠다”고 말했다.

한편 포항시의회는 오는 2026년 1월 29일 제328회 임시회를 열고 2026년도 업무보고 청취와 조례안 심의·의결에 나설 예정이다.

Councilmember Kim Young-heon stated that two years and ten months have passed since the Air Force Unit 8530 withdrew from the Guman-ri and Daebori areas of Homigot-myeon in February 2023, but the military protection zone has not been lifted, preventing residents from exercising their private property rights. He urged Pohang City to pursue an active negotiation strategy with the Ministry of National Defense and the Air Force and establish a unified communication channel, including the formation of a dedicated task force team.

Councilmember Kim Sang-min praised the second revised implementation agreement for the private investment project for wastewater reuse, which resulted in a budget savings of 36.3 billion won, as a successful example of the council's oversight and monitoring functions, including raising issues with the city council in 2017 and the activities of the Special Committee for Administrative Affairs Investigation. He then called for improved operational management across all private investment facilities, including verification of small-scale sewage treatment facilities and a re-verification of the total project cost for the private investment project to expand the Pohang Sewage Treatment Plant's biological reactors.

Meanwhile, the Pohang City Council will convene its 328th extraordinary session on January 29, 2026, to hear the 2026 business report and deliberate and vote on proposed ordinances.
