내년도 예산규모는 올해보다 1,980억 원 증가한 3조 880억 원으로, 포항시 본예산이 처음으로 3조 원대를 돌파했다. 각 상임위원회의 예비심사를 마친 예산안은 예결특위의 최종 심의를 거쳐 19일 열리는 본회의에서 의결될 예정이다.

예결특위 활동을 앞두고 양윤제 위원장은 이번 예산 심사 방향에 대한 입장과 각오를 밝혔다. 양 위원장은 “철강산업 위기와 경기침체로 재정 여건이 매우 어려운 상황이지만, 시민의 삶을 보호하고 동시에 미래 산업으로의 전환을 준비해야 하는 중요한 시기에 사상 첫 3조 원 예산안을 심사하는 중책을 맡게 되어 막중한 책임감을 느낀다”며 “내년도 예산이 산업 구조 전환과 지역경제 회복의 마중물이 될 수 있도록 철저히 살피겠다”고 말했다.

그는 시가 제출한 예산안에 대해 “철강산업 혁신, 첨단 신성장산업 확대, 민생 회복 등 변화하는 산업 환경에 대응하려는 의지는 긍정적”이라고 평가했다. 그러나 “지방세수 감소, 대형 공모사업에 따른 국비 매칭 부담 증가, 203억 원 규모의 지방채 추가 발행 등은 재정 건전성 악화를 초래할 우려가 크다”고 지적했다.
